EY Studio+ is seeking a Senior Manager – Marketing, Communications \& Digital Transformation in International Public Institutions to join our growing European team.

As a senior leader within EY Studio+, you will operate at the intersection of strategy, creativity, and technology, delivering agency-like services (marketing, communications, customer experience, digital transformation) to International Public Institutions (e.g. European Union Institutions and Agencies)

You will be part of a multidisciplinary network combining consulting, design, data, and technology capabilities, supporting public clients in designing and delivering high-impact communication strategies, digital services, and citizen-centric experiences.

This role requires proven experience both in consulting and/or creative agencies, with strong exposure to public institutions projects, framework contracts, and multi-stakeholder delivery environments.

You will act as a trusted advisor to International Public Institutions, lead high-impact programmes, and contribute to the growth of EY Studio+ in the public sector and institutional market.

Studio+ focuses on customer transformation, marketing excellence, and digital experience delivery, including:

• marketing strategy and operations
• customer journey and CX design
• digital platforms and campaigns
• data-driven communication and engagement

Your role will adapt these capabilities to the ecosystem, including communications-driven programmes and digital public services.

Your key responsibilities

• Act as a trusted advisor to International Public Institutions like European Commission DGs, Agencies, and EU bodies
• Build and maintain strong relationships with senior institutional stakeholders
• Translate policies, programmes, and communication objectives into actionable strategies and delivery roadmaps
• Lead end-to-end delivery of marketing, communication, and digital transformation programmes, including:
• Communication strategies and campaigns
• Stakeholder engagement and outreach programmes
• Digital platforms, portals, and citizen-facing services
• Brand, content, and experience design
• Manage multi-partner consortia and multidisciplinary teams
• Oversee creative, digital, and analytical workstreams

Identify and develop opportunities across:

• framework contracts
• open tenders and calls for proposals

Lead or contribute to:

• proposal development and bid strategy
• consortium building and partner coordination

• commercial shaping and pricing

• Expand EY Studio+ positioning in the public institutional ecosystem through networking, events and client engagement

• Apply Studio+ capabilities to public institutions contexts, including:
• Customer \& citizen experience design
• Data-driven marketing and communication
• Digital transformation and service design
• Bridge business, design, and technology to deliver impactful solutions

Skills and attributes for success

• 10–14+ years of experience in consulting, creative agencies, or hybrid environments
• Proven experience delivering projects for public institutions or international public sector organizations
• Strong experience in public sector in at least one of:
• marketing \& communications
• digital experience / CX
• digital transformation
• Hands-on experience in:
• managing complex, multi-stakeholder programmes
• working within public tenders, framework contracts, or consortia environments
• Strong commercial acumen:
• proposal writing
• bid management
• account growth
• Excellent stakeholder management and communication skills
• Demonstrated leadership in managing multidisciplinary teams

To qualify for the role you must have

• Experience in consulting OR creative agency environments (ideally both)

Proven track record of:

• delivering communication, marketing, or digital transformation projects
• working directly with Public Institutions (e.g., European Commission, Agencies)

Experience in:

• procurement processes and/or project frameworks

• multi-country or consortium-based delivery

• Ability to operate effectively with senior-level stakeholders (C-level / Directors / Heads of Unit)

• Fluency in English

Ideally, you’ll also have

• Experience working on programmes for DGs such as:
• DG COMM, DG CNECT, DG GROW, DG RTD, etc.

Understanding of:

• policies landscape
• public communication and citizen engagement

Experience with:

• marketing technologies (CRM, automation, analytics platforms)

• digital service design / UX

• Additional EU languages
