Project Manager -Surveillance & Security Systems

Full Time role based in Riyadh

Position Objective

Lead end-to-end delivery of surveillance and security infrastructure projects within the Program Management Department, spanning integrated command-and-control centres, citywide CCTV networks, perimeter security systems, and public safety platforms - ensuring on-time, on-budget delivery aligned with technical, operational, and client requirements.

Key Responsibilities

• Own the full project lifecycle from initiation and site survey through to client handover, maintaining detailed project plans across all workstreams.
• Manage project scope, schedule, budget, and change control using appropriate performance measurement tools.
• Coordinate internal teams, government entities, system integrators, and third-party vendors to ensure seamless execution.
• Monitor contractor performance daily against scope, quality standards, and contractual obligations.
• Identify, assess, and mitigate project risks proactively, implementing corrective actions as required.
• Prepare and deliver progress reports and executive-level updates to internal leadership and client stakeholders.
• Ensure consistent application of project policies, procedures, and documentation standards throughout the lifecycle.
• Conduct and lead comprehensive site surveys covering security gates, building entries, emergency access points, ceiling heights, existing equipment, camera specifications, placement, and mounting methods across indoor and outdoor environments.

Qualifications \& Experience

• Bachelor's degree in Engineering, Project Management, Information Technology, or a related field. Master's degree preferred.
• Minimum 10 years of project management experience, with at least 5 years in surveillance, security systems, or public safety infrastructure.
• Proven track record delivering large-scale, multi-stakeholder projects with a contract value of SAR 50M or above.
• Experience in at least two of the following: ICCC, citywide CCTV networks, perimeter and intelligent detection systems, public safety platforms, or IoT and smart infrastructure within a security context.
• Surveillance Systems \& Security Solutions
• • Sound understanding of surveillance scenarios, including Face Recognition, Multi-target-type Detection, Vibration Detection, and Perimeter Detection.
  • Proficient in intelligent detection technologies: Intrusion Detection, Tripwire, and Abnormality Detection (Motion Detection, Privacy Masking, Scene Change Detection).
  • Familiar with surveillance product types, connectivity options, and power requirements across varied deployment environments.
  • Hands-on experience with Dome, Dome PTZ 360°, and Bullet camera models from leading manufacturers, including Hikvision and DAHUA.
• Network \& Connectivity
• • Experienced in network configurations, including switching networks, Ethernet, VLANs, and Fibre Optic connections.
  • Hands-on experience with enterprise switching platforms such as ARUBA and Cisco.
  • Capable of designing and maintaining high-speed surveillance networks via Fibre Optic ring topology.
• Prior experience delivering projects in KSA or GCC on government-led security or smart city programs.
• Familiarity with Saudi government frameworks, including MOMRA, MCIT, SDAIA, or MOI.
• Strong stakeholder management and communication skills with the ability to engage at executive and ministerial levels.

Certifications

• PMP, PRINCE2, P3O, or equivalent — strongly preferred.
