This position supports the planning, administration, and operations of the Singapore Sports School (SSP) campus of Sport Excellence Singapore (SpexSG), ensuring that all buildings, sports training facilities, and boarding environments are safe, compliant, and optimised to support both academic and high-performance sports program.
Key Responsibilities:
Estate \& Facilities Operations
- Manage estate and facilities operations for the School and Boarding, ensuring a safe, secure, and well-maintained environment.
- Oversee maintenance programmes, inspections, and defect rectification to ensure facilities remain operational and compliant with WSH, fire safety, and statutory requirements.
- Support safety audits, inspections, incident investigations, and campus security initiatives.
- Coordinate and supervise contractors, vendors, and projects, ensuring compliance with contractual, statutory, and operational requirements.
- Monitor service quality, work standards, and contractor performance against established KPIs.
- Provide logistics and operational support for school events, competitions, and activities including procurement and supervision of outsourced support manpower (e.g. cleaners, technicians, standby electricians).
- Monitor and analyse facilities performance and maintenance data, and recommend improvements to enhance operational efficiency, service quality, and sustainability.
Contract \& Budget Administration
- Support documentation, compliance, procurement, and contract administration in accordance with statutory requirements and industry best practices.
- Assist in RFQs, tenders, contract management, and maintenance of records, permits, and compliance documentation.
- Monitor budgets, contractor payments, variation orders, and procurement processes to ensure cost-effectiveness and accountability.
- Optimise resource utilisation while maintaining service quality and operational standards.
Stakeholder Engagement
- Collaborate with internal and external stakeholders on estate matters, fostering strong working relationships and maintaining professional conduct at all times.
Other Duties
- Any other matters, as assigned by Management Team.
Job Requirements:
- Degree or Diploma in Engineering, Real Estate, Facilities, Building, Estate Management, or a related discipline is preferred.
- Certification in Fire Safety Management, First Aid, AED, or CPR would be an advantage.
- Preferably 3 to 5 years of relevant experience for senior executive position and 5 to 8 years of relevant experience for manager position.
- Experience in facilities management, estate administration, or building operations; exposure to institutional or sports environments would be an advantage.
- Experience in contract administration, procurement, invoice processing, budgeting, manpower planning, vendor management, project coordination, and service provider management.
- Familiarity with Singapore regulatory requirements, including fire safety, facilities management practices, and BCA compliance.
- Strong stakeholder management, project management, and leadership capabilities.
- Independent, resourceful, and able to work effectively both individually and as part of a team under pressure.
- Proficient in Microsoft Office, with strong organisational, reporting, administrative, and business writing skills.
- Good communication and interpersonal skills; experience in Government procurement would be advantageous.
- Ability to balance operational, strategic, and governance responsibilities while managing organisational risks.
