Compensation:

  • Salary Range: $95,000 – $110,000

Note: Compensation will be based on the candidate’s qualifications, experience, and skills, while considering internal equity and applicable compensation guidelines. Applicants should consider the posted salary range when determining their interest in the opportunity.

Position Summary \& Responsibilities:

The IT Applications Manager provides leadership and oversight for the agency’s enterprise application portfolio, including core enterprise systems, custom applications, and supporting technology solutions. This includes PeopleSoft Enterprise Resource Planning (ERP) applications such as the Statewide Human Resource and Payroll (SHARP) and Statewide Management, Accounting, and Reporting Tool (SMART) systems, PHP applications supporting the Kansas Debt Resolution System (KDRS) and Kansas Treasury Offset Program (KTOP), and other agency applications that support business operations. The position supervises technical teams, ensures reliable application services, and oversees application support, enhancements, integrations, upgrades, and lifecycle management activities. The manager applies a strong understanding of application development and programming concepts to guide staff, evaluate solutions, assist with complex troubleshooting, and contribute to development activities when needed. The IT Applications Manager collaborates with agency leadership on application strategy, prioritization, resource planning, and budgeting to support mission-critical business operations.

Application Support and Lifecycle Management:

Leads enterprise application support activities, including incident resolution, service requests, production support, enhancements, upgrades, and releases. Ensures application changes are properly planned, tested, documented, and implemented while maintaining system reliability and minimizing operational disruption.

Change Management, Testing \& Documentation:

Manages application change processes to ensure modifications are reviewed, approved, tested, documented, and successfully deployed. Maintains documentation standards that support system integrity, audit readiness, and operational consistency.

System Integration \& Technical Coordination:

Coordinates system integrations and technical solutions to support reliable data exchange and interoperability across enterprise applications. Collaborates with technical teams, business stakeholders, and external partners to ensure effective implementation and ongoing support.

Application Strategy, Planning \& Budget Support:

Collaborates with agency leadership to establish application priorities, modernization initiatives, and long-term technology strategies. Supports resource planning and budgeting while aligning application services with agency needs and business objectives.

Qualifications:

Associate degree in computer science, information technology, engineering, business administration or a related field.

  • Experience: Five years’ working experience in a related IT role or position. Three year’s experience in a lead or supervisory role. Knowledge planning and managing IT budgets. Familiarity with managing relationships with vendors, including reviewing contracts and monitoring service level agreements. Experience leading and mentoring team members, fostering a culture of collaboration and knowledge sharing.

Preferred Qualifications:

Associate degree in Computer Science, Information Technology, Engineering, or a related field, or equivalent combination of education and relevant experience.

Professional certifications or training in IT service management, project management, Agile/Scrum methodologies, or related disciplines, such as ITIL, PMP, or Certified ScrumMaster (CSM).
* * Experience or certifications related to Oracle PeopleSoft applications (HCM/FSCM), application development, enterprise systems management, cybersecurity, or cloud technologies is preferred.

Special Knowledge Skills and Abilities:

Knowledge of enterprise application management, application development principles, system integrations, and the software development lifecycle. Familiarity with PeopleSoft applications, PHP development, relational databases, and enterprise application support. Ability to provide technical leadership, evaluate solutions, troubleshoot complex issues, and contribute to application development and programming activities when needed to support team priorities and business objectives.

Strong leadership, communication, and organizational skills with the ability to supervise technical staff, manage multiple priorities, and collaborate effectively with technical teams, business stakeholders, vendors, and agency leadership. Ability to support strategic planning, change management, and continuous improvement initiatives.
* * Ability to participate in on-call support for critical enterprise applications and respond to urgent production issues outside normal business hours when needed. Ability to coordinate technical and functional resources to maintain system availability and minimize business disruption.
