About the Role

Onyx Industrial Services is a heavy industry partner operating within Oman’s premier manufacturing and maritime hub. We are seeking a high-caliber, authoritative HSE Operations Lead to take full accountability for health, safety, and environmental compliance across our industrial complexes in Sohar.

This is a high-visibility leadership role. Instead of just auditing paperwork, you will actively direct shop-floor execution, risk mitigation strategies, and incident prevention frameworks. You will command the enforcement of international compliance standards and foster a zero-harm operational culture. If you are a decisive HSE professional who thrives in heavy industrial, fabrication, or manufacturing environments, this role offers significant operational authority.

Key Responsibilities

• HSE Strategy Execution: Develop, implement, and police comprehensive HSE management systems (aligned with ISO 14001 and ISO 45001) across all live production facilities and workshops.
• Risk Asset Protection: Lead complex Task Risk Assessments (TRA), Hazard Identification (HAZID) studies, and quantitative risk assessments for high-risk industrial operations.
• Incident Investigation: Personally direct root-cause analysis (RCA) investigations for all near-misses and incidents, delivering actionable, mandatory corrective actions to executive management.
• Regulatory Compliance: Act as the primary liaison with Omani regulatory bodies (including the Ministry of Labour and MECA), ensuring 100% legal compliance on all industrial licenses and permits.
• Site Training \& Culture: Architect and enforce strict site induction, permit-to-work (PTW) protocols, and continuous safety training programs for both internal workforces and third-party contractors.

Experience \& Critical Requirements

• Professional Experience: 6+ years of dedicated safety leadership experience within heavy manufacturing, petrochemicals, oil \& gas, or large-scale industrial services.
• Qualifications: Valid NEBOSH International General Certificate (IGC) or Diploma is mandatory. Relevant engineering or environmental science degree is highly preferred.
• Technical Domain: Deep understanding of hazardous material handling, confined space entry protocols, lifting operations, and asset integrity standards.
• Leadership Traits: Proven ability to halt live production when necessary, challenge unsafe practices at any level, and manage diverse multinational workforces.
• Communication: Flawless professional English reporting and presentation skills. Functional Arabic language skills are highly beneficial for local regulatory navigation.
