Job Description:

Position Summary:

Reporting to the Vice President, Digital Health, Cybersecurity, AI and Chief Information Officer, the Director, IT Project Management Office (PMO) provides enterprise leadership and oversight for all technology initiatives at Scarborough Health Network (SHN) requiring IT involvement.

The mandate of the role is to lead an IT PMO portfolio that will partner closely with clinical programs, corporate departments, and operational teams to ensure the successful planning and delivery of digital and AI initiatives that support patient care, operational effectiveness, and organizational strategy.

The Director will be accountable for establishing and governing SHN’s IT project management framework, including standardized intake, prioritization, gating, and delivery processes across the full project lifecycle. The role will ensure initiatives comply with SHN governance, architecture, cybersecurity, privacy, and regulatory standards to enable safe, secure, and sustainable digital transformation.

Key Responsibilities:

  • Provide project management leadership for enterprise digital, AI, and IT initiatives aligned with SHN priorities and strategic objectives.
  • Leadership accountability for Senior IT Project Managers and Business Analysts across multiple SHN sites. The role is accountable for the enterprise IT project portfolio, including resource planning, capacity management, risk escalation, and performance reporting.
  • Establish and enforce project management documentation standards library for SHN IT projects- in alignment with project management and software development lifecycle (SDLC) best-practices and methodologies.
  • Establish and enforce standardized IT project intake, prioritization, stage-gating, and delivery assurance processes integrated with the corporate project review committee (CPRC), architecture standards review board (ASRB) and change advisory board (CAB) governance.
  • Ensure IT-enabled procurements and solutions comply with SHN architecture, cybersecurity, privacy, procurement, and regulatory requirements.
  • Ensure department and unit-specific business and enterprise architecture documentation is routinely updated and maintained in support of SHN infrastructure needs
  • Partner with clinical and corporate leaders to support planning, change management, and execution of IT enabled enterprise initiatives.

Requirements:

  • Undergraduate degree in Health, Management, or Information Technology (required); Master’s degree (MBA or equivalent) preferred.
  • Minimum 10 years of progressive experience in IT and/or digital project management, including 5–7 years in a leadership role at Senior Manager or Director level.
  • Demonstrated experience leading an enterprise PMO or managing large, complex, cross-functional project portfolios.
  • Project Management Professional (PMP) certification required; ITIL certification preferred.
  • Experience in a Canadian healthcare organization with strong understanding of clinical and operational environments.
  • Experience with vendor relationship management.
  • Strong track record of ethical leadership, professionalism, and organizational stewardship.
  • Exceptional communication and collaboration skills to engage multidisciplinary teams, clinicians, and stakeholders.
  • Excellent work performance and attendance record.
  • Understands the importance of and demonstrates commitment to fostering a culture of diversity, equity, and inclusion.
