Job Description:
Network Designs, Inc. (NDI) is seeking an experienced Business Systems Analyst Subject Matter Expert (SME) to support requirements engineering, Agile delivery, change management, and enterprise execution within a Scaled Agile Framework (SAFe) environment.
This role is responsible for leading requirements elicitation and management across Agile Release Train (ART) activities, supporting Program Increment (PI) planning and execution, and ensuring business needs are effectively captured, decomposed, prioritized, and delivered through iterative development. The ideal candidate brings deep expertise in SAFe practices, change management, stakeholder engagement, and the full requirements lifecycle from mission need identification through user story development, acceptance criteria definition, and backlog refinement.
Requirements:
- US Citizenship is required.
- Must possess an active TS clearance at the time of application, be willing and able to obtain SCI access, and pass a CI polygraph.
- This position is onsite 4/days a week in Chantilly, VA
Qualifications and Experience:
- Bachelor's or Master's degree with 10 years of experience; Associate's degree with 13 years of experience; or High School Diploma with 16 years of experience.
- Minimum of 1 year of experience leading a team or managing staff.
- In-depth knowledge of SAFe, Lean-Agile principles, Agile Release Train operations, PI planning, backlog refinement, and iterative delivery practices.
- Proven ability to translate complex business needs into capabilities, features, user stories, functional requirements, test scenarios, and acceptance criteria.
- Ability to comprehend, analyze, and interpret complex documents.
- Ability to solve problems involving several options in varied situations.
- Advanced analytical and quantitative skills.
- Strong experience with Jira and Kendis.
- Strong communication skills to manage expectations, facilitate meetings, and communicate clearly with stakeholders at all levels.
- Demonstrated experience working within SAFe or other scaled Agile frameworks.
- SAFe certifications such as SAFe Agilist, SAFe POPM, SAFe Scrum Master, SAFe Practice Consultant, or related SAFe credentials; PMP; CSM; or CCMP certifications Preferred
Responsibilities:
- Lead collection, capture, and management of mission user needs from prioritization through concept development.
- Facilitate the gathering of business-focused requirements to support product teams, Product Owners, Product Managers, and ART stakeholders in defining, refining, and prioritizing the backlog.
- Focus requirements gathering on improved usability, user experience, and driving user adoption and engagement.
- Identify core business needs and decompose and document them in concepts of operation, story maps, briefings, features, capabilities, user stories, and acceptance criteria.
- Document business rules and construct workflow diagrams as needed.
- Provide consultation on complex projects while considering business implications of technology application to the current and future business environment.
- Conduct project meetings and ensure adherence to quality standards.
- Coordinate with IT infrastructure teams to ensure alignment with business requirements and program objectives.
- Participate in Program Increment (PI) planning, Agile Release Train (ART) ceremonies, backlog refinement, system demos, Inspect and Adapt events, and other SAFe execution activities.
- Support enterprise Agile transformation roadmaps tailored to mission objectives and SAFe delivery practices.
- Coach senior leaders, Product Management, Product Owners, Scrum Masters/Team Coaches, and ART stakeholders on SAFe, Lean-Agile, and product management best practices.
- Establish Agile governance structures, metrics frameworks, and feedback loops for tracking program execution, backlog health, flow, and delivery predictability.
- Assess current state, identify gaps, and drive improvements in delivery predictability, flow efficiency, PI execution, and backlog maturity.
- Participate in hiring and onboarding of new team members.
- Inspire teams, foster a positive culture, and drive performance.
- Understand team member perspectives and goals, provide support, and foster a trusting and inclusive work environment.
