CRISP Shared Services (CSS) serves as the technology partner for health information exchange (HIE) partners in Maryland, DC, West Virginia, Connecticut, Alaska, Virginia, Kentucky, Florida, and other jurisdictions. CSS facilitates the electronic transfer of clinical information between disparate information systems in order to positively impact the healthcare system through improved patient care and outcomes, reduced costs, and data-driven understanding of regional public health concerns.
Job Summary
CSS is establishing a new cross-functional pod delivery structure to enhance agility and efficiency in delivering critical healthcare data solutions. As a Technical Project Manager (TPM), you will play a pivotal role in leading and coordinating technical projects within these pods. The TPM will be the central point of contact across CSS IT Teams, enabling successful onboarding and service delivery, ensuring seamless communication, managing project timelines using agile methodologies, and driving continuous improvement. By departing your technical acumen and project management expertise, you will facilitate the delivery of high-quality solutions that meet the evolving needs of our customers and affiliates. This role requires a proactive, detail-oriented individual with a passion for driving successful project outcomes in a dynamic healthcare technology environment.
Essential Duties and Responsibilities

- Project Leadership \& Coordination:
- Lead and coordinate technical work within the cross-functional pod, ensuring alignment with project goals and customer needs.
- Conduct post-project evaluations to identify successful elements and areas for improvement.
- Release Management \& Post-Release Monitoring:
- Oversee the release management process, including planning, execution, and post release monitoring to ensure smooth deployments and minimal disruption
- Blocker Resolution \& Issue Tracking:
- Proactively identify and track project blockers, working collaboratively with team members to resolve issues and mitigate risks.
- Jira Management:
- Create, manage, and maintain Jira tickets, ensuring accurate documentation and efficient workflow management.
- Own and provide updates to project details and status updates in Jira.
- Stakeholder Communication:
- Build and maintain strong relationships with multiple stakeholders, balancing their needs and expectations.
- Serve as a trusted advisor to key contacts, regularly soliciting feedback to set and manage expectations.
- Meeting Facilitation:
- Own and facilitate regular meetings, including sprint planning, stand-ups, retrospectives. Attend HIE Partner meetings (along with Implementations) to provide updates related to onboarding and/or interfaces. And stakeholder updates.
- Change Management (RRB \& CCB):
- Prepare and present project items for review and approval by the Requirements Review Board (RRB) and Change Control Board (CCB).

- Monitor and manage the throughput of work, ensuring efficient resource allocation and timely delivery.

Engineering and Data Integration:

Develop and maintain integration solutions, ensuring data accuracy and consistency across systems.
- Lead initiatives for data integration using healthcare industry interoperability standards.

Continuous Improvement:

Identify and drive process improvement initiatives, aligning them with organizational goals and strategies.
- Guide teams through improvements in standards, processes, and technology.
Required Skills and Qualifications

Required Technical Skills:
- Software Development Lifecycle (SDLC): Strong understanding of SDLC methodologies (Agile, Scrum, Kanban).
- Jira \& Confluence: Proficiency in using Jira for issue tracking, project management, and reporting, and Confluence for documentation and collaboration.
- Release Management: Experience in managing software releases, including planning, execution, and post-release monitoring.
- Healthcare Technology: Familiarity with healthcare data standards (HL7, HL7v2, HL7v3, flat files, FHIR) and healthcare information exchange concepts (preferred).
- API \& Integration: Understanding of API integrations, data exchange protocols, and connectivity methods (sftp, mft, VPN, HTTPS, etc.)

Experience and/or Education Requirements
- Bachelor's degree in Computer Science, Information Technology, or a related field (preferred).
- Project Management Professional (PMP) or Certified Scrum Master (CSM) certification (a plus).
- Minimum of 2-3 years of experience in technical project management, preferably in a healthcare or technology environment, or equivalent.
- Strong leadership abilities, with a track record of managing complex projects and cross-functional teams.
- Excellent communication, coordination, and relationship management skills.
Compensation and Benefits Package
- Targeted base salary: $85k - $100k per year, based on experience and qualifications, plus benefits and bonuses.
- Benefits include the following but are not limited to health, dental, vision, life and disability insurance. CSS also has a 403(b) plan with discretionary employer match and contributions. You will be eligible for 20 days of Paid Time Off per year (accrued in accordance with CSS' policies). PTO is in addition to 8 company designated holidays. If you are not PTO eligible, you may be eligible for applicable state and/or local sick and safe leave in accordance with the provisions of any applicable state and/or local sick and safe leave laws.
