Lead Complex Technology Programs That Support Government Services
@Gov, the government-services affiliate of Paradigm, Inc., is seeking an experienced Technical Program Manager to lead complex technology initiatives supporting state and local government clients.
This is a hands-on program leadership role for someone who knows how to take ownership from initial planning through implementation, acceptance, and post-launch support. You will coordinate technical teams, business stakeholders, vendors, government partners, and executive leadership to keep high-priority initiatives moving forward while managing scope, schedules, budgets, risks, dependencies, and contractual commitments.
Our ideal candidate brings at least five years of technical project or program management experience and is equally comfortable building a project plan, navigating a difficult stakeholder conversation, presenting program health to executives, coordinating UAT, managing a vendor, or stepping into a delivery issue before it becomes a missed commitment.

What You'll Own
Full Project \& Program Lifecycle
You will lead technology initiatives from initial definition through successful delivery, including:
- Define project scope, objectives, requirements, milestones, schedules, budgets, resources, dependencies, and success criteria.
- Own projects throughout the full lifecycle—from initiation and planning through execution, deployment, user acceptance, implementation, and post-launch support.
- Select and apply Agile, Waterfall, or hybrid delivery approaches based on the needs of each project and contractual commitment.
- Maintain project plans, documentation, status reporting, decision logs, change records, risks, issues, and lessons learned.
- Monitor progress against committed schedules and proactively address roadblocks before they affect delivery.
Risk, Budget \& Change Management
- Identify, assess, document, and actively manage project and program risks.
- Develop mitigation and contingency plans and escalate material risks appropriately.
- Manage project budgets, forecasts, financial tracking, and resource requirements.
- Maintain disciplined scope and change control processes, clearly communicating the schedule, cost, resource, and delivery impact of proposed changes.
- Help teams balance competing priorities while protecting critical deadlines and contractual commitments.
Cross-Functional Leadership
- Lead initiatives involving Software Engineering, IT, Operations, Client Services, Compliance, Business Development, and executive leadership.
- Coordinate internal resources, contractors, vendors, and third-party implementation partners across multiple concurrent initiatives.
- Build alignment among stakeholders with different priorities, responsibilities, and technical backgrounds.
- Influence without direct authority, creating accountability and forward momentum across cross-functional teams.
- Serve as a primary connection point between technical teams and business stakeholders.
Government Program Delivery
- Lead implementation and enhancement initiatives supporting government credentialing, document authentication, digital identity, secure data exchange, and agency-facing platforms.
- Coordinate integrations with state agency systems, third-party services, payment processors, APIs, and secure file-transfer environments.
- Help ensure project deliverables align with contractual requirements as well as applicable security, accessibility, and records-retention expectations.
- Work closely with development teams on product enhancements, releases, integrations, and technology modernization initiatives.
UAT, Implementation \& Acceptance
- Coordinate User Acceptance Testing (UAT) planning and execution.
- Establish acceptance criteria and facilitate stakeholder review and sign-off.
- Coordinate implementation readiness, end-user communication, training, and deployment activities.
- Track defects, open items, dependencies, and acceptance requirements through resolution.
- Support a smooth transition from project delivery into ongoing operational support.
Vendor \& Partner Management
- Manage external vendors, subcontractors, consultants, and implementation partners.
- Track vendor commitments, deliverables, dependencies, schedules, and performance.
- Address issues proactively and ensure third-party work remains aligned with project objectives and contractual expectations.
Executive \& Stakeholder Communication
- Prepare clear, concise project and program updates for executive leadership and government stakeholders.
- Communicate project health, milestones, risks, decisions, financial considerations, and recommendations.
- Translate technical information into practical business language for non-technical audiences.
- Facilitate productive meetings, resolve conflicting priorities, and drive decisions when projects require cross-functional alignment.
Project Management Standards \& Governance
This role will also help strengthen how our ITS organization manages projects as we continue to grow.
You will:
- Establish and improve project management standards, templates, workflows, and governance practices.
- Promote consistent project documentation, reporting, change management, and risk-management practices.
- Support portfolio visibility, resource planning, and prioritization.
- Participate in technology roadmap and capacity-planning discussions.
- Support audit and compliance initiatives by maintaining appropriate project documentation and evidence.
- Use delivery metrics, retrospectives, and lessons learned to continuously improve project execution.
What We're Looking For
Required Qualifications
- Bachelor's degree in Computer Science, Information Technology, Information Systems, Business Administration, or a related field.
- 5+ years of progressive technical project management or IT program management experience.
- Demonstrated ownership of complex technology projects through the full project lifecycle.
- Experience successfully delivering cross-functional projects on schedule and within established budgets.
- Strong working knowledge of Agile, Waterfall, and hybrid project management methodologies.
- Hands-on experience with:
- Project planning and scheduling
- Budget management and financial tracking
- Risk and issue management
- Scope and change control
- Vendor or third-party management
- UAT coordination
- Resource and dependency management
- Executive-level project reporting
- Demonstrated ability to lead through influence and create accountability across teams without direct reporting authority.
- Strong executive presence with the ability to present project status, risks, decisions, and recommendations clearly and confidently.
- Experience managing multiple complex initiatives and competing priorities simultaneously.
- Strong written, verbal, facilitation, organizational, and problem-solving skills.
- Experience using project management platforms such as Jira, Microsoft Project, Asana, Smartsheet, Monday.com, or comparable tools.
- Understanding of software development lifecycles and enterprise technology environments.
Preferred Qualifications
- Project Management Professional (PMP) certification preferred.
- Agile/Scrum certification such as CSM, PMI-ACP, or SAFe.
- Experience supporting state or local government agencies or government-contracting environments.
- Experience within software, SaaS, technology, or another regulated industry.
- Familiarity with public-sector statements of work, task orders, milestone-based acceptance, or procurement processes.
- Experience with enterprise systems, cloud environments, APIs, system integrations, secure file transfer, or data-management initiatives.
- Familiarity with security, privacy, compliance, or accessibility requirements affecting government technology programs.
- ITIL Foundation certification or experience working within an IT service-management environment.
- Experience helping establish or mature project-management standards, governance, or portfolio-management practices.
- Master's degree in Business Administration, Technology Management, Information Technology, or a related discipline.

You do not need to be the engineer building these solutions, but you should be comfortable managing technology initiatives and communicating effectively with the technical professionals who do.
Work Schedule \& Location
This is a Virginia Beach-based hybrid position.
The standard schedule is:
- Monday – Onsite
- Tuesday – Work From Home
- Wednesday – Onsite
- Thursday – Work From Home
- Friday – Onsite
Standard working hours are Monday through Friday, approximately 8:30 a.m. to 5:00 p.m. Additional weekday or weekend availability may occasionally be required based on critical project or implementation needs.
This is not a fully remote position. Candidates must be able to regularly work onsite in Virginia Beach, Virginia.
