Duties

• Use a broad range of professional knowledge of advanced concepts, principles, procedures, and practices relevant to the substance abuse program and addiction medicine outpatient program to conduct comprehensive substance abuse treatment of patients.
• Applies complex rehabilitation principles to conduct comprehensive substance use evaluations.
• Develops and implements comprehensive treatment plans.
• Holds primary case management responsibility for implementing complex treatment plans, arranging for required services with other providers and/or outside resources as needed.
• Documents case records consistent with clinical standards of care.
• Develops and implements orientation and training for patients, medical staff, commanders and key unit personnel, supervisors, and in the community.

• This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
• This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross. Current Advanced Life Support or other advanced certification does not supersede BLS completion.
• This position requires the completion of a pre-employment Physical Examination.
• Incumbent must qualify for and maintain credentials as an independently licensed clinical social worker. Must fulfill continuing education requirements for ongoing education on domestic violence and child abuse as well as for licensing requirements.
• Locality pay does not apply in the overseas area.
• Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
• Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
• Recruitment or relocation incentive may be authorized.
• This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Social Worker (Substance Abuse): Master's degree (or higher degree) in social work from a school accredited by the Council on Social Work Education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includesevaluations and treatment of patients with alcohol and drug related problems, conducting behavioral health clinical evaluations, and tracking services provided to patients.This definition of specialized experience is equivalent of work performed at the next lower grade/level position in the federal service (GS-11).

Licensure/Certification: You must possess a current State license to practice as an Independent Practitioner. Only Clinical Social Worker (LCSW), Independent Clinical Social Worker (LICSW) or Certified Social Worker licenses are qualifying for this position. Licenses for Master Social Worker (LMSW) are not qualifying for this position at the full performance level.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5 year overseas rotation upon accepting this assignment.

MILITARY SEPARTEES (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Applications will only be accepted from members of the Armed Forces that indicate they are immediately appointable within 120 days.

• If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
• Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
