SITE SAFETY SUPERVISOR
Job Description
  • JOB OF RESPONSIBILITIES

HSE PLANNING \& RISK MANAGEMENT

  • Implement/ conduct Project HSE plan \& Risk Assessment (HIRARC/ JSA)
  • Review HSE performance (KPIs)
  • Update risk assessment if site conditions change
  • Review environmental monitoring reports

REGULATORY COMPLIANCE \& PERMIT

  • Ensure compliance with DOSH and JLM regulations.
  • Verify all permits/licenses for dredging vessels and marine operations.
  • Verify all high-risk work permits: hot work, confined space, working at height, lifting operations.
  • Ensure permits are: approved, displayed at worksite, closed after completion.
  • Ensure compliance documentation is up to date

MARINE \& VESSEL SAFETY MANAGEMENT

  • Inspect Dredging vessels. Ensure all vessels have: Valid certification (Class, Safety
  • Equipment), navigation lights \& signals, communication system (VHF radio).
  • Maintain marine traffic coordination.
  • Check navigation aids: Buoys, Marker lights.
  • Monitor passing vessels and issue warnings if needed.

EMERGENCY PREPAREDNESS \& RESPONSE

  • Confirm Emergency Response Plan (ERP) including: Man overboard, fire onboard, oil spill response, vessel collision.
  • Conduct emergency drills (weekly/ monthly): man overboard, fire drill, oil spill response.
  • Verify emergency equipment: fire extinguishers (valid inspection), lifebuoys \& life rafts, first aid kits.
  • Ensure emergency contact list is updated.
  • Confirm evacuation plan.
  • Ensure spill kits are available \& accessible.

SITE SAFETY MONITORING \& OPERATIONS CONTROL

  • Conduct daily Toolbox Talk.
  • Ensure all workers wear proper PPE: Safety helmet, life jacket (mandatory near/ over water), safety shoes, gloves, goggle, hearing protection.
  • Check weather \& tidal conditions before operation.
  • Monitor housekeeping on deck (no slipping hazards).
  • Ensure safe lifting operations: Certified lifting gear, valid lifting plan, competent signalman/ rigger.
  • Check for oil/ fuel leakage.

ENVIRONMENTAL MANAGEMENT

  • Monitor turbidity levels (if required by permit).
  • Ensure silt curtain (if applicable) is properly installed.
  • Verify proper waste management: scheduled waste, domestic waste

WORKFORCE COMPETENCY \& TRAINING

  • Verify worker certifications: crane operator, rigger/ signalman, vessel crew competency.
  • Ensure all personnel attended safety induction
  • Monitor fatigue management (shift work onboard)

INCIDENT MANAGEMENT \& REPORTING

  • Record all incidents, near misses, unsafe acts.
  • Conduct investigation and root cause analysis.
  • Implement corrective and preventive actions.
  • Submit reports to client and authorities if required.

DOCUMENTATION \& RECORD KEEPING

  • Maintain: daily safety inspection checklist, toolbox talk records, training records, equipment inspection logs.

AUDIT \& COORDINATION

  • Conduct site safety audit.
  • Attend coordination meetings with client/ consultant.

REQUIREMENTS

1. Must have Diploma/ Degree in Occupational Health and Safety or related field.

2. Minimum 2–5 years of experience in a similar role within the construction industry.

3. Registered Site Safety Supervisor with DOSH with valid Yellow Book.

4. Registered with CIDB.

5. Good in interpersonal skills, communication and leadership skills. Self-motivated, responsible and a risk taker with strong site, machinery and material inspection skills.

6. Open to relocate / travel for work.

Working days \& hours:

Mondays to Saturdays - 08.00 am to 05.00 pm
