The role is a Head Office position providing structural engineering authority from early-stage design review through to commissioning and handover. The individual will act as the primary technical reference for all structural and civil scopes, with a specific mandatory focus on Wind Turbine Generator (WTG) foundation design and Solar PV mounting structure foundation and pile systems. Close coordination with geotechnical, electrical, mechanical and construction disciplines is an integral part of the role.

Structural Design Authority \& Technical Governance

  • Act as structural design authority for all civil and structural scopes across the wind and solar PV project portfolio, including WTG foundations, solar mounting structures, substations, access roads, drainage and auxiliary facilities.
  • Define, maintain and enforce Owner structural design standards, design criteria, design philosophies and acceptance criteria for all structural and civil works.
  • Review, challenge and approve EPC contractor and designer structural designs, engineering calculations, drawings, specifications and material submittals.
  • Evaluate geotechnical reports, soil investigation data and ground improvement designs to verify adequacy for foundation and civil works.
  • Ensure all structural designs comply with applicable international codes and standards including Eurocode, BS, IEC, ASCE and local regulatory requirements.
  • Identify and resolve constructability constraints and optimisation opportunities during design review phases, proposing practical and cost-effective engineering solutions.

WTG Foundation Design – Mandatory Competence

  • Lead technical review and approval of Wind Turbine Generator foundation designs, including gravity spread foundations, raft foundations, pile foundations and rock-anchor systems.
  • Evaluate WTG foundation design calculations for compliance with turbine OEM load specifications, geotechnical parameters and relevant structural codes.
  • Review foundation-turbine interface documentation: anchor bolt systems, grout pockets, embedment rings, levelling plates and tower flange connections.
  • Assess foundation design for fatigue loading, dynamic response, settlement tolerances, tilt limitations and long-term durability in desert and coastal environments.
  • Coordinate with geotechnical engineers on soil characterisation, bearing capacity verification, liquefaction risk and foundation optimisation.
  • Review and approve foundation method statements, concrete mix designs, reinforcement schedules and quality control inspection test plans (ITPs) for WTG foundation construction.
  • Support resolution of non-conformances (NCRs) and engineering queries (RFIs) related to WTG foundation design and construction.

3.3Solar PV Mounting Structure Foundation \& Pile Design

  • Lead technical review and approval of Solar PV mounting structure foundation systems, including driven steel piles, screw piles, concrete poured-in-place footings and hybrid foundation solutions.
  • Review pile design calculations for vertical load capacity, lateral load capacity, pull-out resistance and settlement under PV tracker and fixed-tilt structural loading.
  • Evaluate pile installation specifications: pile driving or torque installation criteria, termination criteria, load testing requirements and pile acceptance criteria.
  • Review fixed-tilt and single-axis tracker (SAT) mounting structure designs for structural adequacy under wind, gravity, seismic and construction loads.
  • Assess mounting structure design for fatigue, wind-induced vibration and terrain-specific conditions including sloped terrain, rocky ground and sandy soils.
  • Coordinate with solar tracker OEMs and structural designers on load specifications, design assumptions and technical interface requirements.
  • Review and approve pile installation method statements, pile load test programmes and foundation QA/QC inspection plans.

Civil Infrastructure Design Review

  • Review and approve designs for project civil infrastructure including access roads, hardstands, drainage systems, cable trenching, equipment pads and perimeter fencing.
  • Assess earthworks designs including cut-and-fill balance, erosion control, slope stability and compaction specifications.
  • Review substation and transformer foundation designs, including equipment pads, cable trenches, cable basement structures and bunded areas for oil containment.
  • Evaluate civil designs for O\&M building foundations, met mast foundations and security infrastructure.
  • Ensure civil design adequacy for desert and harsh-climate conditions including wadis, flash flooding risk, sand drift, extreme temperatures and corrosive environments.

Construction Quality Assurance \& Site Support

  • Review and approve construction method statements, inspection and test plans (ITPs) and quality control procedures for all structural and civil works.
  • Conduct technical site visits to assess ground conditions, review construction progress, verify foundation installation quality and provide on-site engineering guidance.
  • Manage structural non-conformance resolution (NCRs), engineering queries (RFIs) and design clarifications during construction.
  • Review concrete mix designs, reinforcement material certifications, structural steel fabrication records and pile installation records.
  • Witness or review results of foundation load tests, plate load tests, compaction tests and other structural acceptance tests.

Interface Coordination \& Multi-Discipline Integration

  • Coordinate with electrical engineers on cable trench routing, substation structural interfaces, transformer pad design and earthing systems.
  • Coordinate with WTG and solar tracker OEMs on foundation load packages, interface drawings, anchor systems and structural acceptance requirements.
  • Coordinate with geotechnical and environmental engineers on ground investigation programmes, contamination risks and ground improvement works.
  • Coordinate with procurement teams on technical evaluation of structural steel, concrete, pile materials, geosynthetics and civil construction contractors.
  • Provide structural input to engineering risk assessments, value engineering initiatives and lessons-learned reviews.

Reporting \& Documentation

  • Maintain structured design review registers, RFI logs, NCR registers and technical submittal trackers across all projects.
  • Prepare technical reports, engineering assessment memos and design review summaries for Owner and senior management review.
  • Contribute to weekly and monthly construction progress reports covering structural and civil scope status, key issues and risk items

Requirements

General Experience

  • Minimum 12–15 years of professional experience in structural and civil engineering within renewable energy, power generation or large-scale infrastructure projects.
  • Minimum 7 years of direct experience on utility-scale renewable energy projects (Wind and/or Solar PV above 100 MW).
  • Proven experience working in a Head Office or Owner’s Engineer capacity with design review and technical approval authority.
  • Experience working under EPC, multi-contract or Owner-managed delivery models.
  • Experience working with Owners, IPPs, EPC contractors, WTG OEMs, solar tracker OEMs or specialist geotechnical and structural consultants.

Preferred Requirements* Professional Engineering registration (IStructE, ICE, ASCE or equivalent) or Chartered Engineer status. * Master’s degree in Structural or Geotechnical Engineering. * Experience as Owner’s Engineer or Structural Technical Authority on wind or solar projects. * Experience in GCC utility-scale renewable energy or infrastructure projects. * Pile design software proficiency (REPUTE, PLAXIS, LPILE or equivalent). * Power BI or equivalent for structural reporting and design review tracking. * FIDIC contract framework working knowledge.
