Emergency Management Victoria (EMV) includes the department's emergency management accountabilities including relief and recovery, coordination and delivery, policy and performance, reform and emergency management statutory entities and offices. EMV supports the emergency management sector to work together and strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.

The Recovery Programs Coordination and Delivery branch within EMV is Victoria's dedicated team responsible for coordinating emergency recovery across the state. EMV helps communities build back better - and emerge stronger - after emergencies.

About the Role:

The Senior Manager, Field Operations sits within the Recovery Programs Coordination and Delivery branch within in EMV. Reporting to the Deputy Director, Recovery Programs, this position requires strong stakeholder relationship skills, responsive problem solving abilities with capacity to deliver complex programs in disaster affected areas. You will work closely with local councils and contractors to ensure that programs are delivered in a way that supports the recovery of communities affected by disaster. This role will require engagement across the branch and management of small teams supporting disaster recovery.

Additionally, this role requires regular and ongoing travel across Victoria with multiple nights away from home responding on the ground in disaster affected areas.

Some of your duties will include:

  • Working with councils and contractors to plan, execute and demobilise a range of recovery programs across the state.
  • Providing guidance and authoritative advice to influence internal and external stakeholders, and government contractors to deliver positive outcomes for disaster affected communities.
  • Pro-actively building, collaborating and maintaining positive relationships with key stakeholders to facilitate a partnership approach, which includes large contractors, local councils and other Emergency Recovery Teams.

About You:

As an ideal candidate, you will possess:

  • Manages consultation processes including engagement with key stakeholders. Negotiates with stakeholders, peers, industry bodies and other government agencies with the objective of gaining co-operation, influencing views and meeting timelines for project delivery and services.
  • Support and guide cross-functional delivery of a defined service with consideration of budget, fluctuating staff responsibilities, and sensitive or complex issues.
  • Provides leadership in the adaptation and application of concepts to operational matters within local work area.

Qualifications

  • Unrestricted driver's license (essential)
