The Talent and Organisational Development function plays a key role in shaping NEMA's future success. As a small team with a broad mandate, we partner with leaders across the organisation to strengthen leadership, culture, capability and organisational performance.

We're looking for an experienced practitioner with expertise across talent, organisational development and workforce capability. You'll bring a strong understanding of the people system together with a practical and solutions-focused approach. Comfortable moving between planning and delivery, you'll turn ideas into action, insights into improvements and priorities into outcomes. This is a varied role that offers the opportunity to contribute across organisational development, talent management, workforce capability, employee experience and people communications while working closely with leaders and stakeholders throughout NEMA.

The purpose of the Senior Advisor, Talent and Organisational Development role is to:

• Partner with leaders and teams across NEMA to deliver organisational development, talent and capability initiatives that support organisational performance.
• Provide high-quality advice and support across areas such as leadership development, talent management and acquisition, workforce capability, employee experience and organisational culture.
• Support the design, delivery and continuous improvement of organisational development programmes, initiatives and interventions.
• Contribute to the development and continuous improvement of talent management practices, frameworks and processes that support organisational capability, workforce development, succession planning and future talent needs.
• Support effective talent acquisition and recruitment processes, working with leaders to strengthen recruitment capability, deliver positive candidate and new starter experiences and ensure NEMA makes quality appointments.
• Lead the coordination, administration and reporting of organisational surveys and employee feedback mechanisms, helping translate insights into actions that strengthen employee experience and organisational performance.
• Develop and coordinate People and Culture communications that inform, engage and support leaders and employees through organisational initiatives and people-related programmes.
• Use organisational data, survey insights, workforce information and employee feedback to identify opportunities, evaluate effectiveness and support evidence-based decision-making.
• Design and facilitate workshops, learning activities and engagement initiatives that build leadership and organisational capability.
• Build strong relationships across the organisation and work collaboratively to deliver practical, people-focused solutions.
• Stay informed about contemporary people and organisational practices and contribute ideas that strengthen organisational effectiveness.

NEMA is a small operational agency and has a very dynamic work environment as we are required to respond to emergency activations. This means that all staff are often required to pivot and change focus at short notice. Adaptability, agility, resilience and curiosity are important attributes in both business-as-usual and emergency response environments.

You're an experienced People and Culture or organisational development practitioner who enjoys partnering with people to achieve meaningful outcomes. You understand how leadership, capability, culture, talent and employee experience work together to influence organisational performance and are motivated by creating practical solutions that make a real difference. You bring strong organisational development and talent expertise, combined with a collaborative and delivery-focused approach. Comfortable working across a variety of initiatives, you're equally at ease facilitating workshops, coordinating programmes, analysing insights, developing communications and partnering with stakeholders to deliver outcomes. Proactive and people-focused, you build trust quickly, communicate confidently and enjoy turning ideas into action.

You will bring:

• A relevant tertiary qualification or equivalent work experience in Human Resources, Organisational Development, or a related discipline.
• Experience providing organisational development, talent and recruitment, workforce, learning or people-related advice within a complex organisation.
• Experience supporting organisational initiatives across areas such as leadership development, workforce capability, talent management, employee engagement, or culture activity.
• Experience contributing to talent management, workforce planning or people capability initiatives.
• Experience administering employee engagement, culture, wellbeing or organisational surveys and translating insights into practical recommendations and actions.
• Strong written communication skills, with experience developing people-focused communications, guidance materials or organisational messaging.
• Experience designing, coordinating or facilitating learning, engagement or capability-building activities.
• Strong stakeholder engagement skills and the ability to work effectively with people at all levels of an organisation.
• The ability to analyse information, identify key insights and develop practical recommendations.
• Excellent planning and organisational skills, with the ability to manage multiple priorities and deliver quality outcomes.

The indicative BASE salary range for this role is $116,000 - $145,000. NEMA offers other benefits such as Department leave, Wellbeing allowance, Vision allowances and more.
