Job Description:

PURPOSE OF POSITION

The Scrum Master, Information Technology position plays a critical role in ensuring the efficient and transparent delivery of data initiatives in alignment with FSRA’s regulatory mandate.

The position defines and drives delivery priorities, outcomes, and value realization for digital products and business capabilities, serving as the key liaison between business stakeholders, delivery teams, and technical partners to ensure clear, achievable, and aligned product vision, backlogs, and releases.

KEY RESPONSIBILITIES

Agile Delivery \& Scrum Facilitation

  • Serves as Scrum Master for one or more Agile teams delivering IT solutions
  • Facilitates Scrum ceremonies (Sprint Planning, Daily Stand-ups, Sprint Reviews, Retrospectives)
  • Coaches teams on Agile principles, Scrum framework, and continuous improvement practices
  • Fosters a culture of accountability, collaboration, and delivery excellence

Delivery:

  • Identifies and removes impediments impacting team velocity and delivery
  • Tracks and reports on Agile delivery metrics (e.g., velocity, sprint outcomes, delivery risks)
  • Promotes DevOps, automation, and Agile best practices where applicable
  • Supports scaling Agile practices across multiple teams or programs as needed
  • Influences and guides cross-functional teams to ensure the product meets business requirements and delivers value.
  • Scrutinizes SI deliverables as they pertain to solution strategy, roadmap, design, and delivery and escalate issues to Senior Leadership, as appropriate.
  • Supports business process standardization and ensure new capabilities align with compliance and governance frameworks.
  • Oversees business readiness planning, including communication, training, and adoption activities.

Report and Analyze:

  • Tracks and reports on team progress, capacity, and velocity. Use metrics and feedback to improve team processes and product delivery.
  • Keeps leadership informed on product progress, risks, and dependencies through regular updates and reporting.
  • Proactively identifies and escalates critical issues, blockers, or decisions that require executive input.
  • Prepares and presents updates to leadership and steering committees on progress, priorities, and business impact.

Ensure Quality:

  • Accepts or rejects deliverables, provide feedback to the team, and advocate for the development process through to implementation.
  • Tracks product performance metrics, user adoption, and feedback post-release.
  • Reviews vendor deliverables to ensure alignment with business intent, quality expectations, and contractual commitments.
  • Monitors adoption, user satisfaction, and system performance to identify enhancement opportunities.
  • Leads retrospectives and implement lessons learned to improve delivery practices across programs.

Manage the Product Backlog:

  • Establishes, prioritizes and manages the product backlog across agile teams using Azure DevOps, ensuring stories and features are well-defined and prioritized.
  • Manages cross-product dependencies.
  • Validates delivered functionality against acceptance criteria and ensure business readiness for go-live.

Collaborate and Communicate

  • Works closely with project managers, business Subject Matter Experts (SMEs), external Systems Integrator (SI) and technical teams to plan and execute releases.
  • Serves as the primary liaison between business units, delivery teams, and vendor partners to maintain shared understanding and direction.
  • Coordinates across cross-functional streams to manage dependencies, align timelines, and validate deliverables.

Leadership and Coaching

  • Serves as a key champion and voice of the IT across FSRA, as required.
  • Identifies opportunities for enhancements and works with teams to implement iterative improvements.
  • Leads and coaches junior product teams members

QUALIFICATIONS

Education

  • Postsecondary degree in Computer Science, Information Systems, or a related field (or an equivalent combination of education and professional experience)

Experience

  • 5+ years of experience as a Scrum Master or Agile Delivery Lead in IT environments
  • Experience working with: Data collection systems, ETL / data pipelines, Data quality and validation processes and Cloud or enterprise data platforms (e.g., Azure, AWS, data warehouses)

Knowledge and Skills

Technical Skills

  • Demonstrated experience supporting complex projects
  • Strong understanding of Microsoft Dynamics 365 and integration with enterprise business systems.
  • Strong knowledge of Scrum, Agile, and Lean delivery methodologies
  • Proficiency with Agile tools (e.g., Azure DevOps, Jira, Confluence)

Non-Technical/Soft Skills

  • Communication and interpersonal skills to develop clear communication documents/materials and build/enhance relationships between developers, product owners, and stakeholders, ensuring an understanding of goals, risks, and progress.
  • Ability to negotiate and eliminate impediments that slow down development.
  • Strong organizational skills to manage competing priorities, deadlines and track team metrics
  • Demonstrated flexibility to function in a fast-paced IT environment.
  • Knowledge of project management methodology, tools, and best practices to lead and manage multiple, complex projects
  • Ability to anticipate and understand the potential for risk to develop risk management strategies and protocols to mitigate and minimize risk and lead resolution of critical incidents when they occur
  • Project leadership skills to foster a positive environment and facilitate collaboration toward common goals.
