Regional Legal, Risk Management & Compliance Manager

Position Summary:

We are seeking a Regional Legal, Risk Management \& Compliance Manager to lead the establishment of a new regional function based in Thailand. This role will cover Thailand, India, Indonesia, Singapore and Malaysia and will be responsible for building and stabilizing legal, risk management and compliance frameworks across the region. The successful candidate will work closely with Japan Headquarters and local affiliates to provide legal support, manage licenses and permits, strengthen approval workflows, promote compliance programs, and enhance governance practices across multiple countries.

Key Responsibilities:

  • Legal Affairs
    • Review, draft and revise contracts, agreements, and related legal documents.
    • Develop, maintain, and update internal regulations, policies, and guidelines.
    • Analyze contractual risks and propose practical mitigation measures.
    • Provide legal advice and support to management and business units from a business-operation perspective.
    • Manage business licenses and permits required in each country.
    • Conduct legal and regulatory research for new businesses and changes in business models.
    • Support applications and filings with government authorities.
    • Coordinate with external law firms and legal counsel and act as a liaison between regional entities and Japan Headquarters Legal Department.
  • Risk Management
    • Establish a common risk management framework across the Southeast Asia and India region.
    • Develop and maintain risk assessment frameworks, including methods to identify, analyze, and monitor business risks.
    • Operate and maintain the approval workflow / approval request system.
    • Develop and maintain approval of rules and delegation-of-authority policies.
    • Analyze system utilization and propose operational improvements.
    • Develop and implement employee training programs on risk management.
    • Conduct awareness activities to enhance risk sensitivity and risk awareness.
    • Provide guidance and support to subsidiaries in each country.
  • Compliance Promotion
    • Develop and implement compliance policies, frameworks, and monitoring practices.
    • Roll out and communicate internal rules and compliance requirements.
    • Monitor compliance with applicable laws, regulations, and internal policies.
    • Plan and conduct compliance training programs.
    • Promote awareness of fraud prevention and anti-bribery measures.
    • Implement compliance awareness initiatives for subsidiaries in each country.
    • Share compliance-related information with Japan Headquarters and support headquarters reporting or requests.
    • Deploy and implement region-wide compliance initiatives. Note: Internal audit activities performed as an Internal Auditor are not included in the scope of this position.

Qualifications \& Requirements:

  • Bachelor’s degree in a relevant field.
  • Master's degree in MBA, LL.M. or qualified lawyer/attorney qualification such as Japan, Thailand or Singapore is an advantage.
  • Practical experience in at least 3 functions of the following areas:

Legal Affairs, Compliance, Risk Management, Corporate Governance, Internal Controls, License and Permit Management, Policy and Regulation Management. * Minimum 3 years of professional experience in one or more of the above areas. * Experience supporting overseas subsidiaries or international projects. * Experience working in an English-speaking business environment. * Japanese language: Business level or above; JLPT N2 preferred/required for screening. * English language: Business level or above; TOEIC approximately 660 or higher.

Preferred Qualifications:

  • Overseas assignment experience or working experience in the ASEAN region.
  • Experience working for a trading company or within a regional organization.
  • Experience in governance-related work covering multiple countries.
  • Sales experience or strong business-side communication capability.
