Job Description

Job Summary

The IT PMO Manager is responsible for establishing, governing, and overseeing the project management framework for technology initiatives within the bank. The role ensures that all IT projects are delivered in alignment with business objectives, regulatory requirements, budget constraints, and enterprise standards. The PMO Manager provides portfolio governance, project oversight, resource management, reporting, and continuous improvement across the project delivery organization.

Key ResponsibilitiesPMO Governance \& Framework

  • Establish and maintain PMO governance, policies, methodologies, standards, and best practices.
  • Ensure compliance with bank project governance frameworks.
  • Standardize project management processes, templates, and reporting mechanisms.
  • Conduct project health checks, audits, and quality reviews.

Portfolio \& Program Management

  • Manage the overall IT project portfolio.
  • Prioritize projects based on business value, strategic alignment, budget, and resource availability.
  • Monitor project interdependencies across programs and initiatives.
  • Track portfolio performance and benefits realization.

Project Oversight

  • Provide oversight to multiple IT Project Managers.
  • Review project plans, schedules, budgets, risks, and resource allocation.
  • Ensure projects adhere to approved methodologies and governance standards.
  • Identify projects requiring escalation or corrective actions.

Financial \& Budget Management

  • Manage annual IT project budgets and forecasting.
  • Monitor project expenditure and financial performance.
  • Track CAPEX and OPEX utilization.
  • Ensure projects deliver expected ROI and business benefits.

Risk, Compliance \& Regulatory Management

  • Ensure projects comply with:
  • Bank Negara Malaysia (BNM) regulations
  • Internal Audit requirements
  • Risk Management Frameworks
  • Information Security Policies
  • Data Privacy Regulations
  • Manage portfolio-level risks and issues.
  • Support audit and regulatory reviews.

Resource Management

  • Manage project resource demand and capacity planning.
  • Coordinate allocation of project managers, business analysts, architects, developers, testers, and vendors.
  • Monitor resource utilization and workforce planning.

Stakeholder Management

  • Engage senior management, business units, technology teams, risk, compliance, and external vendors.
  • Facilitate steering committee meetings and executive reviews.
  • Present portfolio performance dashboards to leadership.

Reporting \& Management Information

  • Develop PMO dashboards and KPI reporting.
  • Track project status, milestones, budget utilization, risks, and benefits realization.
  • Produce executive-level reports and portfolio summaries.

Vendor Management

  • Manage project vendors, system integrators, and consulting partners.
  • Monitor vendor performance and contractual obligations.
  • Participate in vendor selection and procurement activities.

Continuous Improvement

  • Drive PMO maturity initiatives.
  • Promote Agile, Hybrid, and Waterfall delivery frameworks.
  • Implement lessons learned and process improvements.
  • Support digital transformation and innovation initiatives.

Pay: RM4,456.22 - RM9,856.08 per month
