Panoramica: Médecins Sans Frontières (MSF) was founded in 1971 in Paris by a group of journalists and doctors. We provide medical assistance to people affected by conflicts, epidemics, natural disasters, or exclusion from healthcare. Our teams consist of tens of thousands of healthcare professionals, logistics staff, and administrative personnel, all united by our Charter and guided by medical ethics and the principles of impartiality, independence, and neutrality. We are a non-profit, self-governed organization based on an associative structure.
In 2022, the People on the Move (PotM) project was launched with the aim of ensuring that people arriving and/or transiting through Italy have timely access to appropriate medical care and are referred to the relevant services. Particular attention is given to the early identification of specific vulnerabilities related to Primary Health Care (PHC), Sexual and Reproductive Health (SRH), and Mental Health (MH).
The People on the Move project, currently based in Agrigento, has relocated several times over the years in order to respond to the evolving needs of people on the move. Depending on where the greatest needs are identified, the project is prepared to adapt and reposition its intervention. This means that all staff members, including doctors, are expected to be flexible and able to work in different locations according to project needs and strategy.
In Agrigento, MSF operates a mobile clinic within reception centers across the province, serving both adults and minors by providing primary healthcare and mental health support. One of the main focuses of the intervention is the identification of specific vulnerabilities, combined with continuous awareness-raising and coordination with local stakeholders. The team also provides support to seasonal workers living in the province and, when necessary, may intervene during disembarkation operations in Porto Empedocle.
Following the signing of a Memorandum of Understanding with the Agrigento Local Health Authority (ASP), MSF works in collaboration with the ASP team within an outpatient clinic focused on mental health needs. Responsabilità: Reports to (Hierarchical): Project Coordinator

Main Purpose
Contribute to the development of humanitarian affairs activities in the Mission by supporting the Management Coordination Team in the analysis of context, humanitarian situation, security and in the definition of advocacy strategies, according to MSF policies and values, in order to improve the humanitarian and human rights situation among population.
Accountabilities
MSF Sections / Context Specific Accountabilities MSF in Agrigento intervenes with a mobile clinic in the reception centers for adults and minors of the province, providing Primary Healh Care and Mental Health support. After signing a MOU with ASP Agrigento, MSF cooperates with the ASP team inside an ambulatory focused on mental health needs for migrants and asylum seekers.
In addition to the activities mentioned in the section “Accountabilities” above, the HUMANITARIAN AFFAIRS OFFICER is expected to perform the following activities:

Education
Experience* + Essential knowledge of migration context; previous working experience of at least two years in research, analysis and advocacy. + Essential experience with MSF or other NGOs. + Desirable working experience in developing countries.

Conditions
Contract: Fixed term contract of 6 months (renewable), Full-time. Level II of CCNL Commercio. Candidates must have a valid work permit to work in Italy.
RAL: Euro 33,327.67 – 39,993.00 according to MSF experience of the selected candidate. Duty Station: The project is based in Agrigento; however, flexibility to travel and work in different locations according to the project's operational needs is required..
Compensation and Benefits Health coverage is provided through the Italian National Health Service (SSN), complemented by supplementary private health insurance (Sanimpresa*) for contracts lasting 90 days or longer. This coverage includes medical expenses, illness and hospitalization, permanent disability, and death benefits (up to €100,000). * Staff members are entitled to a meal voucher worth €5 for each working day on which they have worked at least 4 hours, for the entire duration of the contract. * Accommodation: MSF provides accommodation in the form of shared housing (collective accommodation). Employees are required to contribute to the accommodation costs, with the amount varying according to the duty station. * MSF covers the cost of one round-trip ticket at the beginning and end of the contract
