Background
UNV’s Management Services hold the responsibility for the strategic planning, managerial leadership, oversight and quality control of an integrated platform of operational services ensuring timely, effective and efficient delivery according to corporate performance standards and in compliance with the UN Regulations and Rules and UNDP´s accountability framework.
Under the supervision of the Human Resources Specialist, the HR Associate—Affiliated Workforce is accountable for service provision, transactions, and advice to internal clients on the full HR life cycle administration for personnel, including but not limited to contracts, benefits and entitlements, insurance, compensation, social security, etc. The HR Associate –Affiliated Workforce also supports recruitment for UNV affiliated workforce positions. He/she also contributes to position management, labor schedules, updates to organization chart and leave management. The HR Associate – Affiliated Workforce supports the delivery of capacity development services and learning activities.
The HR Associate – Affiliated Workforce contributes to consistent, high-quality HR services for the affiliated workforce assigned to UNV by applying UNDP/OHR policies, UNV/HR guidelines, UNV Conditions of Service (COS) and Standard Operating Procedures (SOPs), partnering closely with Regional Offices, Field Units and relevant Sections at UNV, as well as with UNDP/OHR and GSSC to support policy compliance, resolve HR-related issues and information exchange, while promoting a client-oriented environment and services that are consistent with policies.
Duties and Responsibilities
Ensure effective administration and implementation of HR strategies, policies and guidelines
Ensure full compliance of records and reports with UN rules, regulations, UNDP policies, UNV COS, procedures and strategies as well as effective implementation of the internal control framework.
Support audits and compliance reviews; prepare evidence packs and implement corrective actions.
Provide HR services to affiliated workforce
Administer, in accordance with the relevant personnel policies and guidelines, the entire recruitment cycle for IPSA and NPSA assigned to Field Units and submit hiring cases to UNDP/GSSC.
Closely liaise with Regional Offices, Field Units, the Volunteer Solutions Section and Volunteer Services Centre (VSC) on the recruitment of UN Volunteers assigned to UNV, including Description of Assignment (DoA) validation, eligibility/pre-clearance, medical/security compliance; ensure host-entity setup and systems access in line with UNV procedures.
Follow up to ensure timely issuance of offers/agreements for PSA holders and accurate capture of data in the ERP and other corporate platforms.
Provide clear, solution-oriented guidance; escalate exceptions/complex cases with proper documentation.
Provide guidance for onboarding and offboarding to UNV Personnel according to the category of personnel and contractual modality, ensuring that relevant processes are followed.
Follow up and process renewals, amendments and separations in Quantum, UNALL and/or UNV systems for PSA holders, and liaise with VSC on UN Volunteers as required;
Track funding and prompt timely actions.
Ensure proper attendance leave management as applicable by modality; ensure documentation is complete and auditable for benefits and entitlements.
Contribute to period and ad-hoc Human Resources reports and analytics to aid management decision making.
Collaborate with hiring units to ensure that a proper induction is organized for new hires, and directly provide briefing on elements related to HR.
Provide database management, workforce analytics and reporting support
Maintain UNV staffing table and organizational chart and ensure accuracy of HR BI reports.
Run audits of personnel data managed by HRS, correct inconsistencies, and log adjustments.
Maintain HRS dashboards/trackers (expiries, onboarding status, UNV deployment metrics) and contribute to BI reporting for management decision-making, including staffing analysis and statistics as requested by senior management.
Provide workforce data for various HR reports and ad hoc reports.
Support learning, performance, well-being and talent processes of affiliated workforce
Support dissemination and administration of learning opportunities for affiliated workforce in close coordination with the HR Associate, Learning and the Capacity and Development Team (CDT); channel UNV learning queries to focal points and record participation where applicable.
Guide managers/affiliates on performance expectations/documentation applicable to PSA and UN Volunteers in line with UNDP and UNV policies and guidelines.
Contribute to well-being, duty of care and inclusion measures; coordinate with RO/FU for UN Volunteers and PSA holders when required.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
Secondary education with specialized certification in HR is required.
University degree (Bachelor´s degree) in Business or Public Administration, International Relations will be given due consideration, but it is not a requirement.
Specialized training/courses in business management and/or human resources is desired.
Experience:
A minimum of 6 years (with secondary education) or 3 years (with bachelor’s degree) of progressively responsible Human Resources Management support experience is required at the national or international level.
Experience in applying HR policies in the employment life cycle is desired.
Experience in provision of HR Services to personnel in different locations is a strong asset.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.); is required.
Experience in handling of ERP systems or cloud-based HR solutions, in particular for recruitment, administration of benefits and entitlements and talent management is an asset.
Experience working for the United Nations is an asset.
Languages:
Fluency in English is required.
Working knowledge of another UN official language is an asset.
