About the Position:

GPTech is seeking a Financial Management Program Analyst to provide part-time financial advisory and administrative support to Space Forces – Japan (SFJ) at Yokota Air Base, Japan. The anticipated amount of personnel expected to fulfill this support is approximately 0.5 - 0.75 Full-Time Equivalent (FTE). The Financial Management Program Analyst will support the unit Resource Advisor (RA) and leadership through financial data analysis, budget planning and execution, financial reporting, document preparation and reconciliation, and process improvement. The position will help develop and maintain SFJ's financial management ecosystem and provide analytical and administrative support to facilitate effective financial resource management.

U.S. Secret security clearance is required; TS/SCI is preferred. Ability to obtain and maintain access to Yokota Air Base, a favorable background investigation, Common Access Card (CAC), and NIPRNet IT network access. Exceptions may be considered for highly qualified candidates who can obtain the required Secret clearance.

Responsibilities: The Financial Management Program Analyst will be responsible for providing financial analysis, advisory, reporting, and administrative support, including but not limited to:

• Track daily and weekly commitments, obligations, and expenditures of unit Operations \& Maintenance (O\&M) funds using government-provided systems and data extracts.
• Maintain and update financial tracking spreadsheets and ensure financial data is accurate and current.
• Analyze financial data to identify trends, budgetary gaps, execution issues, and opportunities.
• Draft financial status reports, end-of-month execution summaries, leadership briefings, presentations, and other financial advisory materials.
• Assist the Resource Advisor and command team with budget planning, programming, and execution activities.
• Develop execution plans for future plans, programs, exercises, and other operational requirements.
• Research available contracts and potential contracting mechanisms to support niche space operations and other space-related requirements.
• Coordinate with budget managers across higher headquarters and sister units.
• Identify budgetary gaps and opportunities across the Future Years Defense Plan (FYDP).
• Assist with the preparation, formatting, consolidation, and tracking of Unfunded Requirement (UFR) packages and other funding requests.
• Prepare and process funding documents, including MIPRs, AF Form 4009s, and other applicable financial documentation, for Government review and approval.
• Review financial administrative documents, including Government Purchase Card logs and Defense Travel System reports, for completeness and mathematical accuracy prior to routing.
• Identify, recommend, and implement process improvements, tools, and mechanisms to improve SFJ's financial management practices.
• Prepare monthly status reports documenting project progress, milestones, issues, risks, and corrective actions.
• Develop financial analyses, reports, briefings, and advisory products to support leadership decision-making.
• Work collaboratively with Government personnel and other stakeholders to support financial management objectives.
• Maintain confidentiality and exercise sound judgment when handling Government financial and operational information.

Qualifications:

• Bachelor’s degree in Finance, Business, Accounting, or a related field highly desired; Master’s degree is preferred in a similar program of study; CPA or professional Financial Management (FM) certification highly desired.
• Minimum five (5) years of professional experience in budgeting, resourcing, accounting, finance, or financial management.
• Knowledge of DoD financial terminology, financial management practices, and accounting principles.
• Proficiency in Microsoft Excel and PowerPoint, including financial analysis and professional reporting/presentations.
• Strong analytical, organizational, problem-solving, communication, and time-management skills, with the ability to work independently.
• DoD financial management experience preferred, particularly with Space Force, Air Force, space operations/acquisitions, or Government contracting.
• Experience with DoD financial systems (DEAMS or similar), GPC, DTS, MIPRs, AF Form 4009s, UFR packages, and related funding processes preferred.
• Knowledge of DoD PPBE processes and FYDP preferred.
• Ability to obtain and maintain SOFA status in Japan for the duration of the contract; current SOFA status preferred.
