About the role:
The Facilities Manager will be the single point of management control for managed accounts, leading a team or vendor group to manage the tactical delivery for the assigned property/facility, and be the on-site key point of contact for the key stakeholders \&/or client. The responsibilities will include people management, HSE compliance, staff residential property management, contract management, accounting and finance, maintenance and operations, contract services, purchasing of material, equipment \& supplies, occupancy services and risk management etc.
What this job involves:
People Management
Deliver excellent customer service to meet on-site client’s expectations
Build and develop effective relationships with key stakeholders \&/or client and be comfortable working across all levels
Monitor procedures to ensure client’s expectations are conveyed and worked upon
Line management responsibility for all JLL personnel on client site
Ensuring that all vendor staff understand client culture, business principals and comply with all relevant client’s policies and procedures
Ensuring that JLL vendor staff and subcontracted staff displays a high standard of professional behaviour
Demonstrating commitment to professional development of staff in order to maintain and enhance the knowledge of staff and the service quality delivery
Coaching and developing Supervisors and senior team members maintaining positive operations and sub-contract personnel via them
Actively support an environment that supports teamwork, co-operation and performance excellence within team
Assist in mentoring and enabling Training \& Development of team members
HSE Compliance
This role has the responsibility and duty of care to work safely, taking reasonable care to protect their own health and safety and that of fellow workers and visitors and to comply with the requirements of the health and safety guidelines, policies and rules.
Implement the No Induction no Start policy
Implement JLL’s commitment to “zero harm to any staff, contractor or visitor” by actively managing a zero tolerance to unsafe acts on site. This is to include any unsafe acts undertaken on site, regardless of whether they are in scope or not
Ensure statutory compliance, including Health and Safety regimes and systems.
Understand client HSE policy and drive safety culture and safety work system on site.
Undertake regular HSE audit, inspection and tour on site and carry out remedial works for ensuring staff health and safety.
Audit and update all compliance relevant documents on yearly basis.
Manage critical assets and supervise all HSE related maintenance and replacement.
Ensure compliance with statutory regulations on fire, water, electrical inspections, gas, seismic, lightning, furniture etc.
Staff Residential Property Management
Work closely with Residential Manager and manage client’s expectation.
Spot check of landlord compliance.
Meet with client stakeholders for updating March-in and March-out records, transit flats and vacant properties.
Drive cost saving based on FCDO annual Beacon.
Delivery of warm call with new arrivals and provide local guidance and support.
Contract and System Management
Understand MSA and contract appendixes and apply to contract clauses while delivering service to client.
Actively manage contract against metrics and service level agreements.
Manage JLL outsourcing service contracts on post including contract signature, extension and termination on Jagger system.
Identify all new asset, change of scope of work and raise contract change note in a timely manner.
Be familiar with all JLL system deployment on FCDO account, inclusive but not limited to Corrigo, JDE, Jagger, CMO, On-site, Uniform etc.
Procurement \& Vendor Management
Manage multiple vendors including hard and soft skills to deliver services on time and within budget
Manage vendor procurement processes in accordance with agreed client procurement guidelines as well as JLL procurement best practices
Ensure that all contracts are professionally delivered at the right cost and in line with the JLL Code of Ethics
Continually assess contracts to ensure best value delivered to the client.
Manage work performance and service quality of JLL on-site based vendors (Janitorial, security and M\&E services).
Accounting and Finance Management
Ensure that the site’s financial operations are meeting targets and control requirements
Assist and monitor financial processes to ensure account payable procedures are followed at all the times.
Understand to use Corrigo system to monitor finance review process and complete all on-line and off-line process in a timely manner.
Manage P-card and report to finance AP team on monthly basis.
Drive revenue growth and cost savings by application of sufficient FM experience and HSE knowledge on site.
Site Operations Management
Implement Industry Best Practice operations
Assist and monitor to ensure all building procedures and performance measures are maintained at all the times
Seek ways to reduce costs and improve operational standards
24/7 emergency call support and site attendance is required
Regular meeting with internal and external client and submission of operation reports.
Risk Management
Assist in the implementation and management of a property risk management program
Support the implementation and monitoring of disaster recovering and business continuity plans
Follow established escalation procedures and incident reporting procedures
Adhere to Jones Lang LaSalle’s business conduct by ensuring compliance with the firm’s guidelines, procedures and strategies
Obey the temporary working arrangement from the leadership.

Ideal Experience
Min. 5 years of experience in facilities, property management, hospitality or related field
Knowledge of local health and occupational safety requirements
Knowledge of vendor management for specialized services
An understanding of basic technical aspects of property (Computer Room Air-conditioning, Chiller system, Fire Protection system, Mechanical \& Electrical system, BMS system)
Proven capacity to understand and interpret commercial contracts
Strong budget management and financial analysis skills
Strong communication skills with proven ability to build and maintain relationships both internal and external and at multiple levels within organisations.
Strong organisational skills with the ability to manage multiple responsibilities while maintaining high quality standards .
Fluent in local language and business English.
Ability to respond to a diverse, multi-cultural blend of high dynamic, demanding and professional clients
Self-motivated, driven by success and determined.
Ability to work independently of direct management and motivate accordingly
