Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.

Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the `Courts Group'.

Built Environment

The Built Environment unit is responsible for the planning, delivery, and lifecycle management of court buildings and associated facilities. Within this unit, Property Services delivers contracts and facilities management services, alongside capital projects, asset systems and compliance functions, as well as strategic planning and project management, to support the effective operation and maintenance of facilities and assets across the justice system.

About the role

The Facilities Manager is a key member of the Facilities Management team within Property Services, responsible for a diverse multi-site portfolio of facilities and accommodation assets, owned and leased. The role provides both strategic and operational leadership to ensure services are delivered effectively, remain compliant, and align with organisational priorities. It manages facilities service contracts and procurement activities, and supports the delivery of capital works, improvement programs, and operational initiatives, with a strong emphasis on practical facilities leadership, service quality, value for money, and continuous improvement.

The role coordinates maintenance and building services across multiple sites, working closely with court jurisdictions, project teams, contractors, and stakeholders to ensure facilities are safe, compliant, and fit for purpose. It oversees hard and soft facilities management services, including preventative and reactive maintenance, asset performance, lifecycle management, contractor performance, and compliance obligations in line with relevant legislation, standards, and organisational frameworks. The position also supports facility transitions, refurbishments, commissioning activities, operational readiness, and defect resolution, working with project teams to ensure effective, practical, and timely delivery outcomes.

Key accountabilities include:

  • Managing work orders through asset management systems to ensure timely delivery of planned and reactive maintenance across a multi-site portfolio, including escalation of issues, risk identification, and resolution of recurring failures, asset deterioration, and compliance issues.
  • Providing technical advice on building services and maintenance matters, including recommendations for effective solutions and risk mitigation.
  • Coordinating delivery of accommodation and facilities services across sites, ensuring effective stakeholder engagement, governance, and documentation.
  • Overseeing contractor management to ensure services are delivered in line with Safe Systems of Work, contracts, and relevant standards.
  • Monitoring and reporting on maintenance expenditure, budgets, and forecasts across the portfolio.
  • Planning and overseeing maintenance programs to ensure they are fit-for-purpose, cost-effective, and minimise operational disruption.
  • Setting, monitoring, and reviewing service delivery standards and contribute to the development of contract documentation and FM initiatives.
  • Overseeing service contracts and maintenance delivery, including inspections and ensuring completion of required compliance documentation, certifications, and warranties.

About you

  • A trade qualification in a building or technical discipline is strongly preferred, with a tertiary qualification in Facilities Management, Property Management, or a related field highly desirable.
  • Extensive equivalent experience in facilities, building services, or maintenance operations will also be considered.
  • Demonstrated knowledge of the Building Code of Australia, Essential Safety Measures and relevant Australian Standards regarding building system maintenance and compliance. and relevant experience.
  • Working knowledge and experience with an ability to interpret Occupational Health \& Safety Act 2004, and other relevant legislation.
  • Demonstrated experience in service delivery, contract management and an ability to utilise maintenance management systems to respond to stakeholders' requirements.
  • Demonstrated experience in delivering projects, systems improvements and process and policy development.
  • Experience working in a Victorian Court, Tribunal or associated business area is highly desirable.
