This position is within SPS’s Proactive Enforcement Section – Organized Crime Unit (Extortion investigations). The SPS Organized Crime Unit Detective Constables report to a Sergeant in charge. The members in this unit will work a variety of extortion-related tasks including investigative, surveillance and pro-active targeting.

The Organized Crime Unit is looking for qualified experienced officers to assist SPS with a comprehensive response to extortions and related organized crime threats while providing investigative support and surveillance to target criminal operations in the city of Surrey.

With emphasis on public safety, the Proactive Enforcement Section conducts a variety of investigations associated to elements of organized crime groups, extortions, threats, drug and firearms related offences, robbery, and prolific property crime/REVOII targets. The teams within this section prioritize offences presenting the highest risk to public safety and/or those offences that have aggravating factors that warrant focused attention on individuals, or groups.

Extortions targeting Surrey’s South Asian Community represent a persistent and evolving threat. Surrey Police Service is seeking to enhance its extortion response within the Organized Crime Unit’s capabilities to conduct comprehensive investigations. This unit will focus on extortions and other threats facing the citizens of Surrey.

Detective Constables are required to meet and maintain the highest professional standards required of their role, by conducting themselves in a manner reflective of the SPS Motto, Mission, Vision and Core Values. They have a strong work ethic and are committed to a community-based policing model that looks beyond immediate issues and searches for realistic longer-term answers to complex community and social issues and emerging risks and trends, specific to the Proactive Enforcement Section and the Extortion crisis.

Responsibilities

• The duties will be Organized Crime focused with a variety of extortion-related tasks that include investigational work, surveillance and pro-active targeting.
• Lead and assist in targeting organized crime and related high-risk threats and extortions prioritizing community safety by reducing violent crime.
• Focus on offenders who significantly impact the community through serial or violent crimes.
• Identify, disrupt, and dismantle the individuals and networks driving extortion activity.
• Manage and coordinate the gathering of evidence relating to extortions and extortion related offences that may include arson, possession and discharging firearms and CDSA offences.
• Manage crime scenes, evidence, prepare all documentation, operational and warrant execution plans and reports necessary to secure charge approval and successful prosecution.
• Prepare and justify a full range of judicial authorizations including Search Warrants, Production Orders, Tracking Warrants, CDSA Warrants and Part VI Authorizations.
• Conduct interviews with victims, witnesses, and suspects relating to investigations.
• Use intelligence-led policing principles and investigative tools and techniques; BCMUP, surveillance, confidential informant and police agents, intelligence and witness management to advance investigations.
• Collaborate with other Bureaus and external agencies to share intelligence, coordinate enforcement efforts and advance multi-agency investigations targeting extortion, prolific and organized crime offenders.
• Guided by the principles of Major Case Management, prepares and processes offenders and ensures their attendance in court by means of arrest, warrant for arrest, appearance notice or an undertaking.
• Conduct surveillance to gather evidence and/or conduct safe tactical high-risk takedowns and arrests.
• Execute Search warrants to gather evidence and/or conduct arrests.
• Available to work flexible hours and on-call assignments.

Qualifications

• More than 5 years of exemplary police service, with related training/experience.
• 2 or more years experience in an investigative role with a recognized law enforcement agency, with demonstrable experience as a file coordinator and affiant.

• As per the BCPPS, retired police officers with less then three (3) years into retirement are eligible to apply (providing they had successfully completed the required police training from a recognized police academy, as noted above).
• Excellent teamwork skills, demonstrating awareness of individual differences, opinions and providing support and input as required.
• Ability to engage partners as required to develop strategies and processes and solve problems.
• Problem solving skills with the ability to identify cause and effect and develop a course of action designed to target root causes as well as manage impacts.
• Able to identify, analyze and manage risk to inform balanced, proportionate, evidence-based decisions.
• Able to review and reflect on own performance objectively and to take steps to maintain and enhance competence and professional standards appropriate to the role.
• Excellent time management and organizational skills with the able to appropriately prioritize and plan own work.
• Client-centered focus and ensure SPS stakeholders, direct or indirect, are treated in accordance with the core values of SPS.

Conditions of Employment

• Successful applicants must obtain and maintain the required level of security clearance.
• Successful applicants must provide proof of qualifications.
• Successful applicants must complete 12 months of probation before they are eligible for lateral transfer or promotion.

• Successful applicants must be fully operational and fit for duty. This includes the following abilities and requirements:

• Licensed and able to operate a police vehicle and attend calls for service.

• Qualified and able to use issued force options as and when required (i.e. baton, OC, firearm).
• Trained and able to engage the public in a variety of circumstances, including physical contact if required.
• Able to wear protective equipment, including body armour.
• Be available to be on-call as required to support operations.

Successful applicants will be assigned to the Organized Crime Unit (Extortion investigations) for as long as operationally required. Once the extortion response assignment concludes, they will remain within the Organized Crime Unit.

Please note:

Substantive Corporals who are hired as Constables with SPS will be paid at 115% of SPS’s First Class Constable rate*, providing they have at least eight years of policing service. They must pass the Sergeant exam and complete SPS Sergeant training modules to qualify as an Acting Sergeant and to be eligible for promotion.

• SPS and SPU are currently negotiating a new Collective Agreement and wage information will change once completed.
