Cybersecurity Project Manager (CSPM) (Warsaw, long-term mission) – Frontex
Profile: Cybersecurity Project Manager (CSPM) (IS and Business Strategy Alignment, Product/Service Planning, Documentation Production, Problem Management, Project and Portfolio Management, Relationship Management, IS Governance).
Place of performance: hybrid, 50% remote / 50% onsite. On-site service provision - Frontex Headquarters in Warsaw.
Duration of the mission: 48 months.
Security Clearance: EU Restricted.
Minimum level of education: Level 7.
Minimum English language skills: B2.
Minimum IT relevant experience: 10 years (8 years in similar/relevant positions).
Award Criteria: 50% Price / 50% Quality.
Minimum required scoring for interview: 60%.
Rate: Flexible. The rate offered depends on the candidate’s level, in accordance with the European public grading system. Further details are available upon discussion.
- Estimated NWH: 220days x4 years.
- Estimated EWH: 10days x4 years.
Required technical certificates:
At least 4 certifications are required among:
- At least 2 certifications among Cybersecurity domain:
- CISSP (Certified Information Systems Security Professional) or an equivalent certification.
- CISA (Certified Information Systems Auditor) or an equivalent certification.
- CISM (Certified Information Security Manager) or an equivalent certification.
- ISO/IEC 27001 Information Security Associate or an equivalent certification.
- AND, at least 2 certifications among Project and IT Service Management domain:
- PM2 Advanced or an equivalent certification.
- Prince 2 Practitioner or an equivalent certification.
- PMP or an equivalent certification.
- ITIL Foundation or an equivalent certification.
- Each equivalent certification must be recognized internationally (subject to acceptance as a valid credential by the Contracting Authority).
Knowledge and Skills
- [01] Comprehensive knowledge of cybersecurity technologies and controls, and risk management expertise (e.g. knowledge of Defence-in-depth and ‘Zero-trust’ Security Architectures; knowledge of security concepts such as cyber-attacks and techniques, threat vectors, risk management, incident management etc.).
- [02] Possesses a thorough understanding of IT and its application to business needs.
- [03] In-depth understanding of legal and ethical aspects of cybersecurity.
- [04] Proficiency in cybersecurity frameworks, regulations, and compliance.
- [05] Understanding of the principles of best practice security as embodied in ISO27001 or NIST cybersecurity frameworks.
- [06] Advanced project management skills, including risk and quality management.
- [07] Strong leadership and team management capabilities.
- [08] Outstanding communication, presentation, negotiation, and stakeholder management capabilities.
- [09] Vendor and procurement management skills.
- [10] Presents excellent communication skills, including the ability to produce high quality written material and presentations for a variety of audiences.
Specific Expertise
- [01] In-depth familiarity with security policies based on industry standards and best practices.
- [02] Broad architectural background with full-lifecycle experience of delivering IT Security solutions.
- [03] Knowledge and hands-on experience in working with project supporting methodologies and tools: PM2, PMP, PRINCE, ServiceNow.
- [04] Knowledge and experience in managing cybersecurity projects for EU classified environments.
- [05] Experience in supporting management of resources, budgets, and priorities for programme/project/portfolios related to cybersecurity investments.
Tasks and Responsibilities
- [01] Manages effectively and efficiently the project within its complete lifecycle and scope.
- [02] Establishes and manages project controls in order to ensure that the milestones are met and project products delivered on time and within scope and the business goals are enabled.
- [03] Assures and controls quality of the project deliverables.
- [04] Identifies, tracks, monitors and communicates project-related issues, scope changes, variances and contingencies that may arise during the implementation of the project.
- [05] Liaise with Project Board and other key stakeholders.
- [06] Assigns and controls the tasks, authorizes work packages, balance priorities and workload in the team, motivates project team members.
- [07] Plans and controls project products delivery processes.
- [08] Manages effective communication within the project and with external environment of the project.
- [09] Produces project management products (like plans, logs, schedules). Defines the responsibilities of parties involved in the project.
- [010] Prepares and presents oral and written technical reports and project presentations.
- [011] Organizes and conducts project meetings.
Travel: By default, travelling in the interest of service is not foreseen for this position/profile.
- Nevertheless, Frontex may exceptionally request to carry out some services at other locations than Frontex Headquarters or other Contracting Authority’s premises.
