JOB DUTIES AND RESPONSIBILITIES
The Local Authority sector recognises that in order to support our communities, local enterprises and the wider public sector to deliver on climate policy ambitions, there needs to be a consistent focus on building internal capacity and enabling organisational culture change.
The Climate Action Officer will work with the Climate Action Coordinator to support the design and delivery of Kilkenny County Council’s Climate Action Plan, and climate action strategies and policies.
The Climate Action Officer will be responsible for the efficient management of their prescribed work area and for managing internal change in relation to Climate Action, building climate action awareness and readiness across Kilkenny County Council and providing support to the Climate Action Co-ordinator.
This is a management role, and managers employed at this level are required to work within defined parameters relevant to the grade and position, in accordance with the Local Authority’s vision and objectives.
The Climate Action Officer will be required to work closely with local authority project teams, elected Councillors, with external stakeholders and with employees across all directorates of Kilkenny County Council to build organisational capacity and mainstream climate action across all services and functions, to encourage active engagement in delivering effective climate action and to support delivery of the full range of services and implementation of local policy decisions.
DUTIES OF THE ROLE SHALL INCLUDE:
The duties and responsibilities assigned to the post of Climate Action Officer will include, but are not limited to the following:
6.1.1 To support their line manager in ensuring work programmes are implemented to deliver on the Council’s corporate and operational plans, including planning and prioritising work and allocating resources.
6.1.2 To research, analyse and communicate information on specific climate action issues and policies as appropriate, including compiling, preparing and presenting reports, presentations, correspondence etc.
6.1.3 To provide support and technical assistance in the delivery of Community Climate Action projects as required.
6.1.4 Implementation of climate action projects and programmes across all service areas.
6.1.5 To represent the local authority on committees and at meetings and to report on progress on their respective section as required.
6.1.6 To work with the Eastern \& Midlands Climate Action Regional Office (CARO), in progressing and driving the climate action agenda on behalf of Kilkenny Co. Council, as well as liaison with external agencies and neighbouring local authorities, building relationships/collaborating with key stakeholders particularly at local, regional and national levels, to deliver new initiatives and climate action policy objectives.
6.1.7 To work with the Elected Members at Council, Strategic Policy Committees and Municipal District level, and external stakeholders as required, to develop community level climate action capacity and resilience through engagement with existing Local Authority networks such as the Public Participation Network, Tidy Towns, etc.
6.1.8 To keep abreast on behalf of Kilkenny County Council, of emerging policies and funding opportunities at EU, National \& Regional level and assessing the impact on the future plans and priorities of the council.
6.1.9 To prepare budgets and ensure that projects and programmes are implemented within allocated budgets.
6.1.10 Work to implement and support biodiversity in County Kilkenny.
6.1.11 Work to implement and support the Kilkenny Decarbonisation Project.
6.1.12 Maintain and proactively develop a culture of health and safety in the workplace and ensure compliance with health and safety legislation and regulations, and the Council’s Corporate health and safety systems.
6.1.13 Undertake any other duties of a similar level and responsibility as may be required, or assigned, from time to time.
6.1.14 Deputise for other employees of a higher grade as required.
