Range of Pay: Group 11 - $3,293.50 to $3,877.30 bi-weekly (Subject to review*)

Main Function: Reporting to the Manager of Strategy, Innovation and Performance this position provides strategic leadership in the design, delivery, and evaluation of divisional learning and development initiatives. This role is responsible for identifying employee development needs, leading complex learning programs, advising leadership and ensuring alignment with legislative goals, policies, and service delivery priorities.

Duties:

1. Review the Ontario Works and the Childcare and Early Years Acts, Ministry communications, and related legislation for proposed changes that would impact the Children and Social Services programs. Provide expert analysis and interpretation of Ontario Works and Children Services legislation to ensure program compliance and reduce operational risk. Propose revisions to existing policies and procedures and develop new policies and procedures and arrange for publication.

2. Identify and research opportunities for the division, initiate and coordinate (where applicable) policy committee, to develop, produce, and distribute information in a standardized format.

3. Design, develop, and implement training programs and materials to enhance employee performance, meet provincially legislated standards, and identify training needs for new and existing staff. Monitor training progress by reviewing work of others during the training/onboarding period to address gaps and improve divisional outcomes.

4. Manage change and operational risk by designing and delivering training that incorporates risk mitigation strategies, supports transition to new processes, reinforces more compliance, and minimizes disruption to service delivery.

5. Act as the subject matter expert for the Social Assistance Management System (SAMS) and first contact for all staff including accounts clerks, reception, caseworkers requiring assistant (e.g., granting a file, issuing benefits, position overpayments, removing an overpayment, etc.). Attend various training workshops for SAMS for all changes that occur in the Ontario Works program on a regular basis for continuous learning.

6. Make recommendations for remedial training for staff. Assist in the development and administration of the remedial training programs as required.

7. Determine origin and accuracy of overpayments and take corrective action as required.

8. Act as the division representative in programming initiatives to address local responses to emerging issues that affect program development, policy, ongoing programs, and training strategies as required.

9. Participate in and supports divisional change initiatives through targeted learning and development interventions.

10. Act as division lead on various internal and external committees, as directed.

11. Review and apply evaluation frameworks to measure training effectiveness, outcomes, and impact on performance and service delivery.

12. Responsible for training, supervision, direction, and evaluation of all new trainees.

13. Leads the development and implementation of division wide professional development strategies to support staff within Children and Social Services.

14. Conduct audits of training programs by reviewing content, delivery methods, participant feedback, and outcomes.

15. Maintain professional and technical knowledge, reviewing all associated social services publications, and participate in refresher training as required.

16. Make recommendations on staffing requirements; perform hiring manager duties as directed.

17. Act as management representative in the grievance procedure process as required.

18. Develop and maintain a thorough working knowledge of City of Greater Sudbury’s (CGS) Health and Safety policy and the applicable provincial legislation listed therein.

19. Perform other related duties as required.

Qualifications

Education and Training:

  • Successful completion of a university degree in a social science discipline with specialization in Human Services from a recognized university with Canadian accreditation.
  • Training in research techniques and statistical theory.
  • Additional education initiatives to update and expand competencies. Experience:

  • Minimum of three (3) years diversified experience in direct social service related to Ontario Works and/or Children Services including case management, employment and family supports, client assessment and eligibility determination and, report writing.

Or

Education and Training:

  • Successful completion of a college diploma in a social science discipline with specialization in Human Services from a recognized community college with Canadian accreditation
  • Training in research techniques and statistical theory
  • Additional education initiatives to update and expand competencies. Experience:

  • Minimum of five (5) years diversified experience in direct social service related to Ontario Works and/or Children Services including case management, employment and family supports, client assessment and eligibility determination and report writing. Knowledge Of:

  • CGS’s priorities.

  • Relevant Ministry Acts and regulations in Children and Social Services.
  • Computer software and administrative systems in a Windows environment (e.g., word processing, spreadsheet applications, information input and retrieval, files maintenance, etc.). Abilities To:

  • Demonstrate report writing ability.

  • Demonstrate effective interpersonal and communications skills and ability to deal with the public.
  • Write clearly and concisely, and create documents that are comprehensive, logical, and easily understood by the target audience.
  • Facilitate adult learning
  • Design and deliver professional development.
  • Gather, analyze, organize, and present information.
  • Work collaboratively with other staff in a committee forum.
  • Work independently using organizational skills to manage daily workload, set priorities and meet required deadlines.
  • Maintain confidentiality, exercise good judgement and discretion in dealing with confidential information and/or responding to inquiries. Personal Suitability:

  • Mental and physical fitness to perform essential job functions. Language:

  • Excellent use of English; verbally and in writing.

  • French verbal skills highly desirable; written skills an asset. Other:

Development opportunity range of pay: $3,000.20 to $3,530.10 bi-weekly (Subject to review*). The successful candidate will be paid at the reduced range until the minimum qualifications have been met.

  • Subject to review: The group level and salary range are preliminary and will be confirmed following completion of the formal job evaluation review, in accordance with the City’s salary administration procedures.
