Role Mission

As CHRO, you will build and lead the entire HR strategy and operating model for a fast-scaling medical cannabis retail network in Thailand.

Your mission is to enable sustainable retail growth by ensuring stores and back-office teams are fully staffed, well-trained, compliant, and performance-driven — while building a culture of service excellence, accountability, and regulatory discipline.

This is not a maintenance HR role. This is a scale-up transformation role inside a regulated retail business.

Business Context

We operate a growing medical cannabis retail network with both front-office (stores) and back-office functions.

Retail excellence, strict regulatory compliance (prescription-only model, ID-check, traceability), and disciplined workforce planning are critical to business performance and expansion.

The CHRO is a key member of the leadership team, directly partnering with the CEO/Founder and functional leaders (COO, CCO, Finance, Marketing, IT, Logistics, BD).

Key Responsibilities

You will design and implement the full HR ecosystem for a scaling retail network:

1. HR Strategy \& Operating Model

  • Build and implement a scalable HR operating model for retail and corporate functions
  • Design organizational structures, grades, career tracks, and HR policies
  • Align workforce strategy with expansion plans and financial models

2. Retail Workforce Planning \& Talent Acquisition

  • Develop headcount models for stores, regions, and headquarters
  • Ensure high front-office staffing coverage across all retail locations
  • Build mass recruitment systems for retail roles
  • Hire and onboard back-office specialists, including medical and compliance roles
  • Improve hiring manager satisfaction and reduce time-to-hire

3. Retail Learning \& Development

  • Launch and scale a Retail Academy for both store and office teams
  • Implement onboarding programs, service standards, and regulatory training
  • Ensure 100% compliance training coverage (prescription-only, ID-check, traceability)
  • Reduce time-to-productivity for new retail employees

4. Performance Management

  • Implement a company-wide performance management system
  • Align KPIs with retail revenue, service quality, and compliance standards
  • Introduce appraisal cycles, calibration processes, and development plans
  • Build a performance-driven retail culture

5. Total Rewards \& Payroll Governance

  • Manage and optimize payroll (FOT) within target revenue ratios
  • Design retail compensation models (fixed + variable)
  • Maintain cost control without sacrificing service quality or staffing coverage

6. HR Compliance (Thailand + Medical Cannabis Retail)

  • Ensure full compliance with Thai Labour Law
  • Implement compliance-by-design HR processes
  • Prevent critical violations and ensure audit readiness
  • Integrate medical cannabis personnel requirements into hiring, training, and shift planning

7. HR Analytics \& Digitalization

  • Implement HRIS / ATS / LMS systems
  • Develop dashboards for staffing, turnover, training, performance, payroll
  • Use HR data to drive business decisions

8. Employer Brand \& Culture

  • Build a strong employer brand in Thailand’s retail and medical cannabis market
  • Partner with educational institutions and talent pipelines
  • Build a culture of service excellence, accountability, and regulatory discipline

What We Are Looking For

You are an experienced HR leader with a strong background in retail scale-up environments and a proven ability to build HR systems from scratch.

You likely bring:

  • Experience building HR strategy in a growing retail network
  • Strong workforce planning and mass retail recruitment expertise
  • Hands-on implementation of L\&D and performance systems
  • Deep understanding of payroll governance and cost control
  • Experience with Thai Labour Law
  • Strong stakeholder management skills
  • Ability to operate as a business partner, not just an HR administrator

Experience in regulated industries (pharma, medical retail, cannabis, healthcare) is a strong advantage.
