Role description

The Business Analyst will lead the elicitation, documentation, and validation of business requirements for the emergency backstop capability. The Business Analyst will work across operational, technical, regulatory, and stakeholder groups to translate complex business needs into structured requirements that support solution definition, evaluation, and procurement. The role will also establish a clear requirements baseline to support subsequent design and delivery phases, ensuring continuity into later stages of the program. The role requires an experienced practitioner who can operate effectively in a complex program environment with minimal direction, proactively drive outcomes, and quickly establish credibility with stakeholders while managing competing priorities. Key Responsibilities

  • Define current state (as-is) and target state (to-be) business processes.
  • Develop high-level use cases or user journeys to support requirements validation and solution design.
  • Finalise, validate and sign off with stakeholders a comprehensive functional requirements specification.
  • Maintain and manage Requirements Traceability Matrixes (RTMs).
  • Support the development and assessment of solution options.
  • Collaborate with the program change manager to define the high-level internal business support model required to support each solution, including processes, roles, service interactions, key workflows and operating model.
  • Provide inputs into procurement documentation, including requirements to support market evaluation and scoring.
  • Support the procurement process, participate in vendor briefings, respond to vendor queries and evaluate vendor responses against requirements.
  • Ensure requirements are structured, traceable, and fit-for-purpose to support progression into detailed design and delivery phases.
  • Provide inputs to support business case refinement and decision-making.

Required Skills and Experience

  • 3-7+ years of Business Analysis experience, ideally within utilities or energy sector.
  • Proven experience working on system implementations or transformation programs.
  • Familiarity with utility domain processes such as billing, metering, or network operations.
  • Strong requirements elicitation and documentation skills (BRDs, FRDs, user stories).
  • Process modelling skills (e.g., BPMN, Visio).
  • Experience working in Agile environments (Scrum, Kanban).
  • Data analysis skills (Excel, SQL or similar tools).
  • Understanding of system integration concepts and APIs is advantageous.
  • Knowledge of key utility systems such as CIS (Customer Information Systems), OMS, or asset management systems.
  • Basic understanding of Australian energy market operations and regulatory requirements.

Desired Skills/Experience * Experience in energy sector operations, control room environments or emergency response frameworks. * Strong stakeholder engagement across operations, IT/OT, regulatory and executive levels. * Familiarity with AEMO frameworks, DNSP environments or similar critical infrastructure.
