Description

SAIC is seeking a Business Analyst Principal to join our team. The successful candidate will work with stakeholders and the Project Manager (PM) to define goals, analyze business functions, define reports and create requirements artifacts. Will add to the requirements structure to identify business workflow and help determine stakeholder needs that will result in enhanced application functionality. Will assist the PM to document the impact of priority shifts as requested by the business owner to schedule or feature release. May author light documentation, models, screen mock-ups and requirements documentation. Will work closely with stakeholders, the PM and technical staff in order to align product objectives with development efforts for the project team.

This position is hybrid-remote and requires on-site work in Ashburn, VA 2 days per week.

Job Responsibilities

  • Drafting user stories, functional requirements, technical requirements and other SELC documentation.
  • Responsible for taking minutes for meetings with the business owner and other stakeholders. Will coordinate with the PM for changes to requirements that have the potential to impact schedule.
  • Communicates with technical team members to translate requirements into technical terminology.
  • In-depth knowledge and prior experience in working in Software development environment using Agile methodology
  • Working with clients to gather requirements. Interpret and translate the captured technical and functional requirements into technical documentation that can be used by both the project management team and the development teams to develop the end user software using Java technologies
  • Working knowledge of SQL and database preferably Oracle
  • In-depth knowledge and prior experience in understanding the data in the context of business processes, database concepts and structured data analysis
  • Contribute to project scoping, including requirement assessment, best practices, application design and development, methodologies, and budget recommendations
  • One must have a commitment to learn, ability to think creatively, and facilitate collaboration across teams.

Qualifications

Required Skills and Experience

  • 9+ years of Professional experience
  • 9+ years in Agile Development projects - Strong working knowledge of Agile/Scrum Methodologies.
  • 5+ years of demonstrated data analysis, requirements management and Architectural Design experience. This candidate will oversee work milestones (end to end).
  • Significant expertise in the customs process and enforcement actions in an automated environment.
  • Demonstrated experience reviewing and evaluating system outputs and recommending improvements to workflows and system enhancements.
  • Experience with use of LLMs and their role in CBP workflows for risk and/or compliance assessments.
  • Ability to work across teams and recognize need for outside collaboration.
  • Ability to collaborate directly with developers and translate customer needs into workable system requirements and design.
  • Must have technical experience with databases and writing SQL queries - preferably Oracle.
  • Must have experience with data analysis (inputs and outputs) and good understanding of data modeling concepts
  • Experience with developing business process flows and process rules/conditions
  • Proficiency with Jira/Confluence
  • Familiarity with Java services and/or working with Java developers
  • Familiarity with UI frameworks (JavaScript, Angular, jQuery, React, Spring Boot)
  • Skills and knowledge utilizing Windows, Microsoft Office Suite including MS Visio Professional and MS Project Professional
  • Strong attention to detail, highly organized and able to thrive in a busy, deadline-driven atmosphere - Must be able to adapt quickly to meet customer requirements and priorities.
  • Excellent verbal and written communications skills and organizational skills

Desired Skills and Experience

  • Demonstrated hands on experience with cargo targeting systems or risk assessment operations in a CBP environment to include air, ocean, truck, rail and mail.
  • Technical experience with data loading/ingestion (ETL is a plus)
  • Technical experience with testing (automation testing is a plus)
  • Project Management Professional (PMP) Certification a plus.
  • Certified Scrum Master (CSM) Certification a plus.
  • Prior experience as a developer or a data analyst is a plus for the job.

Customer Requirements

  • Clearance – Ability to obtain and hold a public trust position and favorable suitability based on a CBP Background Investigation
  • Citizenship – Must be a US Citizen
  • Location – Required to be on-site in Ashburn, VA office 2 days per week and if a mission need. All candidates must be within the GWA/commutable area.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
