Role Summary

Finance Manager > Finance Director

The Finance Manager is a senior leadership role responsible for the ultimate integrity of the site’s financial records, and various financial and statutory compliance related to Statutory books, Thai Tax, BOI and corporate governance. Moving beyond day-to-day transactional

accounting, this role provides high-level oversight of the site’s control environment, complex tax structuring, and compliance frameworks.

The successful candidate will own local statutory GAAP (TFRS) and as well US GAAP used for corporate reporting. This role manages the Accounting Manager, several finance accountants and liaises directly with the Shared Services team (located overseas) which executes all

transactional accounting work (AP, AR, FA, cash to pay) on behalf of Celestica Thailand. Further this role acts as the primary authority for senior-level relationships with Thai regulatory bodies including the revenue department, tax authorities and BOI.

Key Responsibilities

Performs tasks such as, however not limited to, the following:

A. Senior Regulatory, BOI \& Tax Governance

• Strategic Tax Oversight: Review and sign off on complex tax positions, ensuring compliance with the Thai Revenue Code (CIT, VAT, WHT, and Transfer Pricing). Anticipate and mitigate structural tax risks associated with rapid site growth.
• BOI Maximization \& Segregation Strategy: Govern proper identification of PL and Fixed assets between promoted and non-promoted activities. Ensure compliance with BOI regulatory framework to safeguard corporate tax incentives.
• Regulatory Liaison: Act as the primary, senior-level point of contact for the Thai Revenue Department, BOI, and Department of Business Development (DBD) for complex audits, inquiries, and dispute resolutions.

B. Financial Control \& Corporate Reporting

• Financial Review \& Sign-Off: Provide final site-level review of monthly, quarterly, and annual financial statements prepared by the Accounting Manager and Shared Services.
• US GAAP \& TFRS Alignment: Ensure consistency between local Thai Financial Reporting Standards (TFRS) and US GAAP for corporate group reporting.
• Audit Management: Manage annual statutory audits with external auditors, resolving complex accounting treatments and addresses potential audit findings.

C. Support the Overall Internal Controls \& Risk Management

• SOX \& Internal Controls: Support the Controls \& Compliance Manager Maintain, monitor, and enforce internal control environment (SOX compliance) across all site financial and operational workflows.
• Balance Sheet: Conduct periodical Balance sheet review with focus on different cost \& revenues, provisions, and reserves to mitigate financial exposure and ensure asset protection.

D. Leadership \& Shared Services Governance

• People Management: Direct, mentor, and elevate the performance of the finance team.
• Shared Services Oversight: Serve as the ultimate site escalation point for the global Shared Accounting Services team, driving process efficiencies, SLA compliance, and closing timeline optimizations. Required Qualifications and Skills
• Certification: Professional accounting qualification such as Thai CPA, CA or CPD is highly

preferred. Minimum a Bachelor’s degree, Master’s degree in accounting is a plus.

• Experience: Proven experience (typically 7+ years) in a senior accounting governance, financial controller, or audit-track role, within a multinational manufacturing environment.
• Technical Knowledge: Expert-level mastery of Thai Financial Reporting Standards (TFRS), Thai Revenue Required Qualifications and Skills

• Certification: Professional accounting qualification such as Thai CPA, CA or CPD is highly preferred. Minimum a Bachelor’s degree, Master’s degree in accounting is a plus.
• Experience: Proven experience (typically 7+ years) in a senior accounting governance, financial controller, or audit-track role, within a multinational manufacturing environment.
• Technical Knowledge: Expert-level mastery of Thai Financial Reporting Standards (TFRS), Thai Revenue Code, US GAAP, and complex BOI rules. Strong background in internal control frameworks (SOX).
• Leadership \& Influence: Proven track record of managing professional accounting teams and managing relationships with senior site leadership and government officials.
• Language: Fluent command of both written and spoken English and Thai is mandatory for corporate reporting and high-level government representation.
• System Proficiency: Advanced proficiency in Tier-1 ERP systems (SAP preferred) and MS Office.
