Requirements

Education
  • Masters/Graduates in any discipline (education can be considered for highly experienced and female candidate)

Experience
  • At least 5 years
Additional Requirements
  • Minimum 5 years experience in monitoring of the democracy and local governance project/s with local government, particularly in the area of resource mobilization and empowerment of local government units.

  • Knowledge of overall monitoring plan, supervision, monitoring and reporting as per Performance Monitoring Indicators.

  • Good in analytical report writing.

  • Computer operation skills at least in Ms Access, Excel and data management experience in any database software.

  • Good interpersonal skills, has demonstrated proactive roles in team work.


Responsibilities & Context

Duty Station: Head Office & Designated district offices

Duration: 30 Months

Job Summary:

The Monitoring & Evaluation Officer will be solely responsible to implement the M&E plan of the project which includes monitoring on regular activities, directly participate, assist and supervise the implementation of baseline survey, qualitative & quantities surveys and other M&E activities. S/he is responsible to develop/update project monitoring system and feed into their organizational M&E system.

S/he should provide regular progress and process monitoring report and provide feedback to the project staff as well as management for further improvement. S/he should ensure timely collection of data\information and keep control on quality of data collection process. S/he will ensure timely delivery of required data, information etc to management for donor submission. S/he will take part in refinement of M&E tools, plans whenever required by the donor. S/he is responsible to provide support to project staff to collect, quality checking, coding, interpret and use the data.

S/he will assist the Capacity Building Team in planning and ensure quality of implementation. S/he will also report to the Project Coordinator as well as Executive Director directly. The Monitoring & Evaluation Officer should undertake some special study as well as analysis of project activities. The specific responsibilities and tasks are summarized below.

  • Coordinate implementation of M&E activities
  • Ensure implementation of M&E plan based on theory of change as per project requirements.
  • Develop/update project M&E system as required.
  • Provide technical support to project staff to incorporate monitoring system during community based planning.
  • Make project staff understand on different M&E formats, survey tools, and the process of executing the M&E activities.
  • Data compilation, Management and Analysis
  • Ensure that data are stored and preserved as per establish system at the project office level and timely delivery to Donor for further data generation.
  • Ensure quality of data collection process in the field.
  • Coordinate/Facilitate survey and make project staff acquainted with M&E system Coordinate baseline survey and ensure quality of survey.
  • Conduct every possible assessment in line with sustainability.
  • Impart/facilitate training on M&E system for project staff.
  • Member of the CSU
  • S/he will actively participate in the meetings and activities of the CSU.
  • Cooperating with the CSU in developing harmonized monitoring approaches, monitoring framework and joint analysis of program data with the advice and support of Donor.
  • Monitoring and follow-up of field activities on a regular basis a. Prepare monitoring work plan and budget including monitoring calendar of LGUs in the Cluster in which S/he will be operating.
  • Monitoring and supervise different trainings, workshops and meetings in the Cluster in which s/he will be operating.
  • Supervise and monitor the activities of the project personnel and other stakeholders.
  • Conduct progress and process monitoring (sample check of all types of intervention) of project activities in regular basis and provide feedback to the project staff for further improvement.
  • Ensure monitoring visit in timely manner following nature of interventions and also ensure reports are filled-up properly.
  • Ensure that data collected from field are checked and cleaned properly using the standard data checking system and innovate the ways to improve it.
  • Report Generation and Documentation
  • Prepare draft narrative reports on different surveys using compiled data from field and assist to finalize of the project report.
  • Ensure regular reports on progress monitoring as outlined in the M&E system.
  • Assist organizational M&E department in dissemination Lessons learn through organizing meetings, workshops etc.
  • Ensure proper documentation on project in line with project outputs and outcomes.
  • Ensure required reporting to Donor in timely manner after discussion of the CSU.
  • Reporting Person: S/she will be responsible for reporting to Project Coordinator and Executive Director.
