  • Minimum of 4 years of experience with BSc or 6 years experience with Diploma and relevant fields experience in NGOs/INGOs.

Responsibilities & Context

This position is responsible for coordinating shelter and site development activities within the FDMN camps. This includes strategic planning, stakeholder coordination, overseeing the implementation of shelter interventions, ensuring quality and accountability, and supporting the Shelter Cluster in its response to humanitarian needs. The position requires effective management of shelter projects, including planning, budgeting, monitoring, reporting, and capacity building of field teams.

Strategic Planning and Management:

  • Coordinate with funding agencies, government officials, operational partners, and other relevant stakeholders to ensure smooth shelter and site development within the FDMN camps.
  • Assist the Sector Lead in the planning, design, management, and supervision of Shelter and Site Improvement activities, with a focus on budget allocation and activity planning.
  • Contribute to the development of the Annual Operational Plan (AOP) for Shelter projects.
  • Conduct needs assessments through field observations, Focus Group Discussions (FGDs), community consultations, and collaboration with stakeholders to identify optimal project interventions.
  • Ensure effective collaboration with all relevant stakeholders for successful implementation of Shelter Cluster initiatives.
  • Implementation and Monitoring:
  • Ensure Shelter Cluster interventions are aligned with humanitarian response needs, disaster risk reduction, and addressing the ongoing effects of protracted forced displacement.
  • Represent the Shelter Cluster in discussions with external actors and partners.
  • Track the implementation and progress of shelter and site improvement activities, ensuring timely and quality completion of construction, reconstruction, and building works.
  • Provide technical and management support to field teams through meetings, orientations, and on-the-job training.

Quality and Accountability:

  • Maintain oversight of all shelter and site improvement activities to ensure adherence to sector standards and the specific needs of women, children, and other vulnerable groups.
  • Regularly monitor, track, and update the progress of shelter activities, ensuring adjustments are made as needed to meet timelines and quality standards.

Stakeholder Coordination and Advocacy:

  • Promote Shelter Cluster objectives through advocacy activities and ensure the use of community-based and participatory approaches in needs assessments and project design.
  • Develop and maintain a unified shelter database, ensuring systems are in place to review the impact of Shelter Cluster activities and inform decision-making.
  • Any other relevant work assigned by supervisor.

Safeguarding:

  • Ensure the safety of program participants, individuals who come into contact with the organization, and team members from any harm, abuse, neglect, harassment, and exploitation, including sexual exploitation and abuse (SEA), in order to achieve the program's safeguarding goals. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
  • Practice, promote, and endorse the safeguarding policy among team members, ensuring the implementation of safeguarding standards in all actions.
  • Follow the safeguarding reporting procedures in the event of any reportable incidents and encourage others to do the same.
